The report pointed out that recently, some tourists climbed Dagu Niu Mountain at an altitude of over 4000 meters in the early morning to watch the sunrise. Due to the cold weather at night, some tourists lit low shrubs on the grassland to keep warm. Dongchuan District has established a joint investigation team composed of forestry, grassland, public security and other departments to conduct on-site investigation and verification. The investigation team has preliminarily determined that the behavior of 12 tourists, including Shi and Li, has caused damage to the vegetation of Dagu Niu Mountain and posed a forest fire hazard. According to the Grassland Law of the People's Republic of China, relevant departments shall impose administrative penalties on those involved in illegal activities and require vegetation restoration within a specified period of time.
