The Decision of the Central Committee of the Communist Party of China on Further Comprehensively Deepening Reform and Promoting Chinese path to modernization pointed out that "we should strengthen the construction of basic disciplines, emerging disciplines, interdisciplinary disciplines and the cultivation of top-notch talents, and focus on strengthening the cultivation of innovation ability". How to discover, how to place, and how to evaluate are the three key issues for improving the mechanism of cultivating top-notch talents. It is imperative to promote the reform of the mechanism for cultivating outstanding talents and provide appropriate space for outstanding students with innovative potential. At present, there are problems with the identification and discovery of top-notch talents, such as neglecting students who appear too early or too late, and neglecting the differentiated characteristics of different talents' performances, in order to establish a sound multi-dimensional discovery mechanism for top-notch talents. Therefore, it is necessary to improve the multi-dimensional discovery mechanism, continuously deepen the grasp of the growth laws of top talents, deeply summarize the performance, needs, and characteristics of top talents in different stages and modes, and improve the strategies and tracks for discovering top talents. Extract diversified talent and discover its characteristics. Multiple intelligence and other related theories indicate that learning agility, problem-solving ability, practical operation ability, teamwork ability, and resilience are typical characteristics of top-notch talents, which also conform to the long-term observation and practical experience of educators in primary, secondary, and tertiary schools. To explore scenarios and tools for efficiently discovering the characteristics of top talents, it is necessary to design rapid learning tasks and instant feedback systems, accurately evaluate students' learning agility, and test their speed and efficiency in absorbing new knowledge and skills. Combining students' personalized learning styles and intelligent advantages, adapting corresponding learning resources, and stimulating students' development potential. Create real or simulated problem scenarios to encourage students to demonstrate excellent problem-solving skills in complex situations. Enrich the experimental internship training platform, encourage students to create physical works and practical achievements, and assess their practical operation ability. Conduct group cooperative learning, observe students' collaborative performance when assuming team roles, and identify students' teamwork abilities. Set challenging tasks to test students' ability to resist setbacks when facing difficulties, and comprehensively explore top talents. Build a diversified talent discovery network. The types of top-notch talents include "all-round talents", "partial talents", and "eccentric talents", and a diversified network of teacher discovery, social discovery, and family discovery needs to be constructed. To broaden teachers' horizons, enhance their insight, and identify and value individual differences among students; Deepen teachers' profound understanding of innovation ability and encourage them to become mentors who inspire students' innovative thinking and lead the path of exploration. At the same time, it is necessary to ensure the fairness and transparency of the evaluation process, and provide fair development opportunities for those who meet the criteria. In addition, home school cooperation is indispensable as it is a key link in discovering and cultivating various talents. Through close collaboration between home and school, we should pay attention to the uniqueness and potential of students' growth process, and lay a solid foundation for the emergence and development of various outstanding talents. Set up a differentiated talent discovery track. In practice, there is a tendency to simplify fairness into treating all individuals equally and with uniform standards, which can lead to the neglect of student differences and a tendency towards a homogeneous view of fairness, which is not conducive to fully promoting the potential development of each student. However, in the process of exploration, some schools have experienced a disconnect between general literacy and professional literacy, presenting a complex and fragmented lack of depth, which to some extent restricts the systematic construction of the knowledge system of top talents and the comprehensive improvement of their overall literacy. The school needs to further explore the deep integration mode of embedded, integrated, and platform based projects, and build a teaching placement system that integrates general and specialized education. We need to strengthen the synergistic effect of project-based, academy based, college based, and mentorship systems, provide personalized academic guidance and career planning for students, and effectively promote the comprehensive development of students' professional and general literacy. Promote the sharing of high-quality resources both inside and outside the school. Sharing high-quality resources and collaborating to cultivate top-notch talents has become a consensus in many countries. Currently, some universities are facing challenges such as difficulty in fully supporting the development needs of disciplines, insufficient hierarchical design of teaching content, complexity of intellectual property protection in the network environment, and lack of standards for sharing platform construction when cultivating top-notch talents. Therefore, they adopt a cautious attitude in promoting shared teaching resources, which reduces the effectiveness of high-quality educational resources. We should encourage all departments on campus to actively open up iconic teaching resources, carefully plan professional and major training programs, promote deep integration and substantive exchanges between disciplines, and promote the improvement of the quality of top-notch talent training. At the same time, while maintaining the characteristics and advantages of each university's courses, we should improve the inter school cooperation mechanism based on regional proximity, achieve standardized integration and open access of teaching resources, and actively promote the inter school opening of representative courses. Connect the path of promoting teaching through scientific research. Following the characteristics and growth laws of top-notch talents, integrating high cognitive levels and high standard requirements, implementing precise guidance strategies around the integration of science and education links of insight, thinking, recording, exploration, and output. Explore a composite evaluation model. We need to design flexible and diverse evaluation criteria and tools that cater to students' personalized needs and interests, providing them with a "measuring instrument" for self-expression and ability improvement. Students can independently choose assessment projects based on their own interests and development plans, explore their potential in personalized learning paths, and achieve breakthrough progress in advanced abilities. Utilize the dual evaluation function. Research has found that the educational evaluation of top talents has a dual function of "appraisal evaluation" and "appreciation evaluation". Appraisal evaluation considers universal domains and integrates multidimensional evaluation methods such as academic performance, process, and value-added to ensure comprehensive coverage of evaluation content, accurately identify student shortcomings, and promote student development in a targeted manner.
