2024-11-19
On the afternoon of November 18th local time, President Xi Jinping continued to attend the 19th G20 Leaders' Summit in Rio de Janeiro, Brazil.
During the second phase of the summit, Xi Jinping delivered an important speech titled 'Joining Hands to Build a Fair and Reasonable Global Governance System' to discuss the topic of 'Global Governance Institution Reform'.
Xi Jinping pointed out that the G20 Leaders' Summit has gone through a 16 year process. Standing at a new starting point, the G20 should carry on the past and open up the future, continue to be a force for improving global governance and promoting historical progress. We should uphold the concept of a community with a shared future for mankind, view each other's development as opportunities rather than challenges, regard each other as partners rather than opponents, abide by the basic norms of international relations based on the purposes and principles of the United Nations Charter, maintain the international order based on international law, further consolidate international consensus, and promote an equal and orderly world multipolarity and inclusive economic globalization.
Firstly, improve global economic governance and build a cooperative world economy. We must strive to strengthen global economic partnerships, enhance macroeconomic policy coordination, cultivate new quality productive forces, create a "stabilizer" for macroeconomic policy coordination, and create an open, inclusive, and non discriminatory international economic cooperation environment. We need to create a clean and upright business environment, adhere to zero tolerance for corruption, and strengthen international cooperation in the pursuit of fugitives and stolen goods.
Secondly, improve global financial governance and build a stable world economy. To increase the voice and representation of developing countries, jointly maintain the stability of the international financial market, and prevent negative spillover effects from domestic monetary policy adjustments, developed countries should take responsibility in this regard. Improve the financial risk monitoring, early warning, and disposal system, and build a strong global financial safety net. Better meet the green financing needs of developing countries.
Thirdly, improve global trade governance and build an open world economy. We must continue to promote the reform of the World Trade Organization, oppose protectionism, avoid politicizing economic issues and artificially cutting off the global market, avoid using green and low-carbon as a pretext for protectionism, and cooperate to build more equal, inclusive, and constructive industrial and supply chain partnerships.
Fourth, improve global digital governance and build an innovative world economy. To lead digital transformation, deep integration of digital economy and real economy, formulation of rules in emerging fields, strengthen international governance and cooperation of artificial intelligence, and ensure that artificial intelligence benefits all mankind for the good. China will continue to host the World Artificial Intelligence Conference in 2025 and welcomes members of the G20 to participate.
Fifth, improve global ecological governance and build an eco-friendly world economy. We must adhere to the principle of common but differentiated responsibilities and fully and effectively implement the Paris Agreement and the Kunming Montreal Global Biodiversity Framework. Developed countries should provide necessary financial, technological, and capacity-building support to developing countries to support the positive outcomes of the Conference of the Parties on Climate Change and Desertification held this year. Adhere to the principle of first establishing and then breaking, so that clean energy can smoothly and orderly replace traditional energy, and accelerate the green and low-carbon transformation of the world economy. China is willing to continue deepening international cooperation in areas such as green infrastructure, green energy, green minerals, and green transportation with all parties, and provide support to developing countries within its capabilities.
Xi Jinping pointed out that global security governance is also an important component of global governance. The G20 should support the United Nations and its Security Council to play a greater role, and support all efforts that are conducive to peaceful resolution of crises. Seeking a political solution to the Ukrainian crisis, promoting a ceasefire and cessation of hostilities in Gaza as soon as possible, and providing support for easing the humanitarian crisis and post-war reconstruction in the region. Implement the 'two-state solution' and restore the legitimate rights of the Palestinian people.
Xi Jinping finally expressed that let us revisit the original intention of the establishment of the G20, start from Rio de Janeiro, promote partnership, practice true multilateralism, and open up a beautiful future of common development and prosperity!
Brazilian President Lula presided over the meeting.
The summit adopted the Rio de Janeiro Declaration of the G20 Leaders' Summit.
Cai Qi, Wang Yi, and others participated in the above-mentioned activities.
