During the first stage of the summit, Xi Jinping delivered an important speech titled 'Building a Just World for Common Development' to discuss the topic of 'Fighting Hunger and Poverty'.
As leaders of major world powers, we should not be afraid of clouds blocking our vision, uphold the sense of a community with a shared future, shoulder historical responsibilities, demonstrate historical initiative, and promote historical progress. When China hosted the G20 Hangzhou Summit, it placed development issues at the center of macroeconomic policy coordination for the first time. The Rio de Janeiro Summit chose "Building a Just World and a Sustainable Planet" as its theme and decided to establish the "Global Alliance to Fight Hunger and Poverty". From Hangzhou to Rio de Janeiro, we are all committed to the same goal, which is to build a just world for common development.
In order to build such a world, we need to increase resource investment, strengthen development institutions, build more cooperation bridges, and reduce "small courtyards and high walls" in areas such as trade and investment, and development cooperation, so that more and more developing countries can live a good life and achieve modernization; We need to support developing countries in adopting sustainable production and lifestyles, addressing challenges such as climate change, biodiversity loss, and environmental pollution, building an ecological civilization, and achieving harmonious coexistence between humans and nature; To create an open, inclusive, and non discriminatory international economic cooperation environment, promote inclusive economic globalization, empower sustainable development with new technologies, industries, and formats, support developing countries to better integrate into the trend of digital, intelligent, and green development, and narrow the North South gap; We must adhere to multilateralism, uphold the international system with the United Nations at its core, the international order based on international law, and the basic norms of international relations based on the purposes and principles of the United Nations Charter.
China has lifted all 800 million impoverished people out of poverty and achieved the poverty reduction goal of the United Nations' 2030 Agenda for Sustainable Development ahead of schedule. These achievements were made by the Chinese government and the Chinese people with concerted efforts and hard work. China always adheres to putting the people at the center and solemnly promises that "no impoverished area or population will be left behind". Persist in targeted poverty alleviation, persist in poverty alleviation through economic development, persist in poverty alleviation through promoting the development of local characteristic industries, and persist in poverty alleviation through promoting common prosperity. The process of poverty alleviation in China has shown that with the resilience, perseverance, and spirit of striving to draw a blueprint to the end, the poverty problem in developing countries can be solved, and weak birds can fly and soar first. China can succeed, and other developing countries can also succeed. This is the global significance of China's successful victory in the battle against poverty.
Xi Jinping emphasized that China has always been a member of the global South, a reliable long-term partner for developing countries, and an actor and doer in supporting global development. China is willing to work hand in hand with developing countries to achieve modernization.
Xi Jinping announced eight actions for China to support global development.
First, we should work together to build the "the Belt and Road" in high quality, further build a three-dimensional connectivity network, lead by the green silk road, and empower the digital silk road.
Secondly, we will implement global development initiatives, establish a global southern research center, continue to support developing countries, and deepen practical cooperation in various fields such as poverty reduction, food security, and digital economy.
Thirdly, support the development of Africa. The Beijing summit of the Forum on China-Africa Cooperation announced the ten partnership actions of China and Africa to jointly promote modernization in the next three years, and provided financial support to this end.
Fourth, support international cooperation in poverty reduction and food security. China has decided to join the Global Alliance to Fight Hunger and Poverty, support the continued hosting of the G20 Development Ministers' Meeting, and will continue to host the International Conference on Food Loss Reduction.
Fifth, China has jointly launched the "Open Science International Cooperation Initiative" with Brazil, South Africa, and the African Union to promote greater benefits of global scientific and technological innovation achievements to the global South.
Sixth, support the G20 to carry out pragmatic cooperation that benefits the global South, support the work of the G20 Entrepreneurship Research Center located in Beijing, and support cooperation among all parties in digital education, museum digitization, ancient book digitization, and other fields.
Seventh, implement the G20 Anti Corruption Action Plan and strengthen cooperation with developing countries in areas such as fugitive and asset recovery, refusal of corruption safe havens, and anti-corruption capacity building.
Eighth, China will improve its high-level opening-up system and mechanism, expand unilateral opening-up to the least developed countries, and has announced that it will grant 100% tariff free treatment to all least developed countries that have established diplomatic relations with China.
Xi Jinping finally stated that a journey of a thousand miles begins with a single step. China is willing to work together with all parties to build a just world of common development, making poverty a thing of the past and making beautiful visions a reality.
