Xi Jinping attends the 31st APEC Leaders' Informal Meeting and delivers an important speech

On the morning of November 16th local time, the 31st APEC Leaders' Informal Meeting was held at the Lima Convention Center in Peru. President Xi Jinping attended the meeting and delivered an important speech titled "Sharing the Responsibility of the Times and Promoting Asia Pacific Development Together".
When Xi Jinping arrived at the venue, he was warmly welcomed by President Borualt.
Xi Jinping pointed out in his speech that over the past few decades, the Asia Pacific Economic Cooperation (APEC) has driven the region to achieve great development, prosperity, and integration, helping it become the most dynamic sector and major growth engine of the global economy. Currently, the world's century long changes are accelerating, and Asia Pacific cooperation is also facing challenges such as rising geopolitics, unilateralism, and protectionism. Standing at the crossroads of history, Asia Pacific countries should unite and cooperate, take on responsibilities, promote the construction of an Asia Pacific community with a shared future, and strive to create a new era of Asia Pacific development.
Xi Jinping put forward three suggestions:
One is to build an open and integrated Asia Pacific cooperation pattern. Adhere to the direction of multilateralism and open economy, firmly uphold the multilateral trading system with the World Trade Organization as its core, focus on promoting regional economic integration and connectivity, and maintain stable and smooth industrial and supply chains. Today, we will adopt new guidance documents for the construction of the Asia Pacific Free Trade Area, which we believe will inject new impetus into promoting the development of an open economy in the Asia Pacific region. China adheres to promoting reform through opening up, actively connects with international high standard economic and trade rules, actively expands independent opening up, and is willing to explore and negotiate trade agreements in the digital and green fields with relevant parties, continuously expanding the global network of high standard free trade zones.
The second is to cultivate the growth momentum of green innovation in the Asia Pacific region. We must seize the opportunities of the new round of technological revolution and industrial transformation, strengthen exchanges and cooperation in cutting-edge fields such as artificial intelligence, quantum information, and life and health, create an open, fair, just, and non discriminatory innovation ecosystem, and promote productivity leaps in the Asia Pacific region. Adhere to ecological priority, conservation and intensive, green and low-carbon development, promote digital and green coordinated transformation and development, and shape new driving forces and advantages for Asia Pacific development. China is developing new quality productive forces according to local conditions, deepening green innovation cooperation with all parties, and will release the "Global Cross border Data Flow Cooperation Initiative", willing to work with all parties to promote efficient, convenient, and secure cross-border data flow, and contribute to the high-quality development of the Asia Pacific region.
The third is to firmly establish the Asia Pacific development concept of inclusiveness and inclusiveness. We need to strengthen economic and technological cooperation, increase support for developing economies and vulnerable groups, jointly expand and share the "cake" of economic development, and enable more economies and people to share the fruits of development. China will promote initiatives such as increasing residents' income and promoting cluster development of small and medium-sized enterprises in the Asia Pacific Economic Cooperation (APEC), to help promote inclusive and inclusive development of the Asia Pacific economy. China will host the Asia Pacific Economic Cooperation (APEC) in 2026 and looks forward to deepening Asia Pacific cooperation with all parties to benefit the people of the region.
The Third Plenum of the 20th Central Committee of the Communist Party of China put forward more than 300 important reform measures, making systematic arrangements in various fields such as building a high-level socialist market economy system, promoting high-quality economic development, expanding high-level opening up to the outside world, improving people's quality of life, and building a beautiful China. China's development will provide more new opportunities for the development of the Asia Pacific and the world. China welcomes all parties to continue to ride the fast train of China's development and work together to achieve modernization of all countries in the world through peaceful development, mutually beneficial cooperation, and common prosperity.
The conference was chaired by Peruvian President Borualte, with the theme of "Empowerment, Inclusion, and Growth".
The meeting released three outcome documents: the "2024 APEC Leaders' Machu Picchu Declaration," the "Statement on New Prospects for the Asia Pacific Free Trade Area Agenda," and the "Lima Roadmap for Promoting the Transition to a Formal and Global Economy.
On the evening of the 15th, Xi Jinping attended the welcome banquet of the APEC Economic Leaders' Meeting.
