Long term caregivers will be certified to work

Recently, the National Healthcare Security Administration, together with the Ministry of Human Resources and Social Security, issued the "Implementation Opinions on Promoting the Vocational Skill Level Certification of Long term Caregivers", accelerating the construction of a job oriented vocational skill level certification system for long-term caregivers, and clarifying the relevant requirements for the vocational skill level certification of long-term caregivers. The National Healthcare Security Administration stated that the implementation opinions issued by the two departments this time indicate that the professional level recognition of long-term caregivers has a basis and rules to follow. In the near future, a group of long-term caregivers will hold certificates and work, providing high-quality services for insured disabled persons. The opinions suggest that provincial medical insurance and human resources departments should coordinate resources such as public training bases, ordinary universities, vocational colleges (including technical colleges), and vocational skills training institutions, jointly select eligible units, and carry out record management according to procedures. After filing, the unit will become a long-term caregiver vocational skill level certification institution. In principle, no more than three social training and evaluation organizations shall be registered in each province to carry out long-term vocational skill level certification for caregivers. The level recognition institution should conduct assessments around basic knowledge, life care, basic nursing, psychological care, etc. through theoretical knowledge exams and operational skill assessments, and issue vocational skill level certificates to qualified personnel. Each region should supervise and guide the level recognition institutions to classify and grade the recognition and assessment work of fifth level/junior level workers, fourth level/intermediate level workers, and third level/senior level workers. In 2016, China began piloting long-term care insurance. After 8 years of exploration, by the end of 2023, there will be 8080 designated long-term care service institutions in pilot areas, with over 300000 caregivers, providing services to more than 2.35 million people, reducing the caregiving pressure and economic burden on families of disabled elderly. In February 2024, the National Healthcare Security Administration and the Ministry of Human Resources and Social Security jointly issued the "National Occupational Standards for Health Caregivers (Long term Caregivers) (2024 Edition)", which for the first time clarified the occupational standards for long-term caregivers.
