On the other hand, the current demand for consumption in the above-mentioned fields among the people is strong, and there is a huge need for investment, expansion, and upgrading. It is urgent for governments at all levels to provide financial, financial, industrial, land and other related policy support from the aspects of factor acquisition, government services, and labor employment. The development of related production enterprises and service industries that promote consumption and improve people's livelihoods is a comprehensive public policy that involves multiple entities such as government, society, units, families, and individuals, covering multiple fields such as economy, society, culture, and education. It requires coordination, correlation, and coupling mechanisms between government departments and different levels of government to achieve the overall promotion of a package of policies. In the current and future period, we should focus on accelerating the development of modern production and lifestyle industries in the secondary and tertiary industries, and accelerate comprehensive reforms in economic and social fields such as improving the business environment, building a market system, improving relevant regulations, and attracting foreign investment. Governments at all levels should increase investment to improve the operational efficiency and service quality of public elderly care institutions, encourage enterprises to develop diversified products such as healthy food, smart wearable devices, and aging friendly home products according to the needs of the elderly, as well as provide personalized services such as home services, health management, and psychological counseling. Through the development of the silver economy, create diversified and personalized employment positions for elderly product designers and engineers, health consultants, tourism planners, etc. While enhancing the employment creation ability of the elderly industry, a diversified and multi-level elderly care service system should be formed.
