Not long ago, the "Opinions of the Central Committee of the Communist Party of China and the State Council on Deepening the Reform of the Construction of the Industrial Workers' Team" (hereinafter referred to as the "Opinions") was issued, which comprehensively deployed the reform of deepening the construction of the industrial workers' team and pointed out the direction for forging a first-class industrial technical workers' team. Undoubtedly, industrial workers play an extremely important role and irreplaceable role in China's journey towards becoming a manufacturing powerhouse. However, as Chinese manufacturing moves towards high-end, green, and intelligent manufacturing, the construction of the industrial workforce also faces new challenges. Building a growth ladder for industrial talents to adapt to the development needs of new industrialization is an inherent requirement for better safeguarding the rights and interests of industrial workers, as well as an urgent need for national and social development. Industrial upgrading is not only about upgrading technology and equipment, but also requires the support of talent resources. To fully leverage the backbone role of industrial workers in the construction of a strong manufacturing country, it is necessary to further improve the skill formation system for industrial workers, establish a sound career development system, and enable the pace of skill development to keep up with the pace of technological progress and industrial upgrading. Hunan Xiangtan Iron and Steel Group, in the process of intelligent transformation and transformation, workers and steel mills have both "upgraded" together. Faced with more complex, parameter rich, and data intensive operating systems, the traditional approach of a master apprentice is no longer applicable. The "Opinions" issued this time also clearly state that enterprises should fully extract and use employee education funds in accordance with regulations, ensuring that more than 60% is used for frontline employee education and training. By mobilizing various forces, implementing the responsibility of enterprise training, improving the social support system, and continuously promoting the updating of industrial workers' knowledge and the improvement of their education, China's manufacturing industry will have a more solid foundation to climb to the mid to high end of the value chain. Technological progress is beneficial for increasing the well-being of the entire society, but it should also be noted that the rapid development of new technologies and formats will have a certain impact on traditional employment positions in the short term. To solve this problem, on the one hand, we need to strengthen the consciousness of lifelong learning, enhance skills and abilities, and adapt to the needs of new industries and technologies; On the other hand, it is necessary to effectively protect the rights and interests of all parties, so that the treatment of industrial workers can rise with the development of society, and attract more young talents to join the real economy. Zhejiang Deqing promotes collective bargaining on salary levels, covering a total of 1824 enterprises and benefiting 68300 employees; Hunan breaks the boundary between professional title evaluation and skill evaluation, and 70 industrial workers will be awarded the title of senior engineer in 2023; New regulations on work-related injury insurance have been implemented in Guangzhou, Guangdong, allowing couriers, truck drivers, and others to participate in the insurance. With the development of the industry and the improvement of living standards, the level of rights protection will continue to improve, and the sense of achievement and happiness of industrial workers will be further enhanced. Only then can innovation and creativity be better stimulated. Industrial workers are the backbone of creating social wealth. At present, there are over 200 million skilled workers and over 60 million high skilled talents in China. This is a valuable social asset, and we will care for them with our hearts, emotions, and strength to ensure their healthy growth.
