On November 6th, the General Office of the State Council officially issued the "Several Opinions on Stimulating the Vitality of Ice and Snow Economy through High Quality Development of Ice and Snow Sports" (hereinafter referred to as the "Opinions"). In the afternoon of that day, the State Council Information Office held a regular policy briefing (hereinafter referred to as the "Policy Briefing"), introducing relevant policy measures to stimulate the vitality of the ice and snow economy through the high-quality development of ice and snow sports. At the meeting, Li Jing, Deputy Director of the General Administration of Sport of China, introduced that the "Opinions" proposed a total of 24 measures in eight aspects, with four prominent features. Namely, proposing overall development goals, focusing on the development of the entire industry chain, building a solid foundation for development, and creating a favorable development environment. The Opinion clarifies that by 2027, the facilities of ice and snow sports venues will be more complete, the service level will be significantly improved, ice and snow sports will be more widely developed, China's international competitiveness in ice and snow sports will be further enhanced, and the total scale of ice and snow economy will reach 1.2 trillion yuan. By 2030, the main industrial chain of the ice and snow economy will achieve high-level coordinated and integrated development, and its role in expanding employment and promoting high-quality development will be more prominent. Ice and snow consumption will become an important growth point for expanding domestic demand, and a number of high-quality destinations for ice and snow sports and tourism will be built. The development of the "Ice and Snow Silk Road" and the China Shanghai Cooperation Organization Ice and Snow Sports Demonstration Zone will reach a new level, and the total scale of the ice and snow economy will reach 1.5 trillion yuan. Li Jing stated that the "Opinions" is an important document issued after the Beijing Winter Olympics and Paralympics to develop ice and snow sports and the ice and snow economy. It mainly adheres to a problem oriented approach, focuses on solving the difficulties, bottlenecks, and pain points that restrict the development of ice and snow sports and the ice and snow economy, and has many practical and hard measures, which is very meaningful for promoting the development of ice and snow sports and the ice and snow economy. There are at least four breakthroughs in the Opinion that deserve special attention. One is to develop the competition and performance industry. The Opinion proposes to scientifically conduct risk assessments and improve safety management measures for comprehensive ice and snow sports events, in order to actively respond to social concerns. At the same time, increasing the number of ticket sales for sports events will enhance the viewing and participation experience of the public in ice and snow sports events. The second is to strengthen the team of ice and snow talents. The Opinion proposes to establish ice and snow sports colleges based on existing universities, support higher education institutions and vocational schools with conditions to offer related majors such as ice and snow sports and ice and snow economy, and create industry education integration training bases. These policies will help fill the gaps in the development of ice and snow talents and strengthen the team of ice and snow talents. The third is to increase financial support. The Opinion proposes to encourage financial institutions to innovate financial products, increase credit allocation to ice and snow enterprises, optimize credit processes such as rating, credit granting, approval, and post loan service management, and support eligible ice and snow enterprises in going public and refinancing, issuing bonds, and asset securitization. This is the first policy proposed to provide financial support for the development of the ice and snow economy, which is of great significance in solving the problems of difficult and expensive financing for ice and snow enterprises. The fourth is to improve land use policies. The Opinion proposes to incorporate the demand for ice and snow economic land into the detailed planning of national land space and implement a supervision information system management for the "one map" of national land space planning. A series of policy measures such as strengthening the guarantee of ice and snow project land use in the annual plan indicators for new construction land can effectively fill the gaps in land use of ice and snow economy, increase the supply of ice and snow venue facilities, and meet the needs of the masses. Regarding the implementation of the 'Opinions', Song Qihui, the head of the Resource Development Department of the Ministry of Culture and Tourism, stated that the Ministry of Culture and Tourism has the following considerations: firstly, to lead the organization in formulating the' Ice and Snow Tourism Enhancement Plan '; Secondly, we will continue to launch a batch of high-quality ice and snow tourism products and routes; The third is to further strengthen the promotion and marketing of ice and snow tourism. Peng Fuwei, the head of the Social Development Department of the National Development and Reform Commission, stated that during the "15th Five Year Plan" period, the National Development and Reform Commission will actively promote the inclusion of the development of ice and snow sports and ice and snow economy in relevant plans, based on the overall situation, further refine and improve policy measures, promote the development of the entire industry chain of ice and snow sports, ice and snow culture, ice and snow equipment, and ice and snow tourism, accelerate the construction of the "Ice and Snow Silk Road", strengthen international exchanges and cooperation in ice and snow, and strive to complete the goals and tasks proposed in the "Opinions" on schedule. After years of development, China has formed a product system of 15 major categories of ice and snow equipment, basically realizing the entire industry chain of ice and snow equipment from head to toe, from individuals to venues, from competitive competitions to mass sports.
