On this basis, provinces such as Yunnan, Liaoning, Fujian, Jilin, etc. are actively exploring related services such as newborns being insured with birth medical certificates and online application for medical insurance codes, to ensure that newborns are insured immediately upon arrival and better protect their health rights and interests. The "Medical Code Connected City" - Urban Governance Model in the Digital Age brought by Shenyang Medical Insurance Bureau won the first prize in the National Smart Medical Insurance Competition. During the exhibition, Zhang Wei, a member of the Party Group and Deputy Director of Shenyang Medical Insurance Bureau, introduced that the zero requirement processing rate for newborn insurance in the city has reached 99.98%. After the newborn is registered with the public security, the system automatically matches and changes the identity information of the insured newborn. The medical insurance system actively pushes the results to parents, informing them of the completion of the process, saving parents time, effort, and running errands. The National Smart Healthcare Insurance Competition aims to implement the requirements of building a digital China and developing new quality productive forces. China's medical security information data covers 1.33 billion insured people, supporting the annual income, expenditure, and real-time settlement of about 3 trillion yuan and 10 billion medical insurance expenses nationwide. It is highly isomorphic to economic and social development, one of the most frequent government service items, and also the main battlefield for the government's digital transformation and governance capacity improvement.
