According to foreign media reports, UK Defense Secretary John Healy recently stated that the UK has embarked on its largest defense reform in nearly 50 years. The reform focuses on improving the defense procurement system and strengthening defense capacity building, aiming to enhance the British military's response capability and combat readiness, and better respond to global threats and challenges brought by local conflicts. According to reports, this reform is led by the UK Secretary of State for Defence, focusing on the construction of the defense industry, military readiness, technological innovation, and other aspects. It will simplify the system framework and business processes, better support the government's "overall defense" actions, and achieve the goal of making the UK "safer at home and stronger abroad". The establishment of an independent national military director is the core of this reform. Its functions mainly cover five aspects, namely providing the capabilities required for national defense operations, formulating and supervising the implementation of defense industry strategies, leading defense export and procurement reforms, ensuring flexible supply chains and defense readiness, and coordinating cooperation between government, industry, academia, and international partners. In addition, this reform also includes the following three aspects. One is to expand the power of the Chief of Defence Staff to oversee the newly established UK Military Strategic Headquarters, command the chiefs of staff of various branches of the military, in order to unify decision-making and enhance combat readiness. The second is to reiterate the importance of efficiency, establish effective accountability mechanisms, accelerate the operational efficiency of various departments of the Ministry of National Defense, and crack down on various wasteful spending behaviors. The third is to focus on enhancing defense capabilities, emphasizing the need to learn from personnel training and equipment support operations in Ukraine. According to relevant sources, since the end of the Cold War, the British military has undergone multiple large-scale reductions, coupled with insufficient funding for military construction, resulting in a problem of "hollowing out". This defense reform aims to address this issue and prepare for the release of the strategic defense assessment report in the first half of 2025. Reverse the downward trend of military strength. Previously, the UK Public Accounts Committee stated that the UK defense procurement system was "broken". As early as April this year, the UK began reforming its defense procurement system. This reform will further promote the transformation of defense procurement towards a "comprehensive procurement model" and enhance the overall strength of the British military. Relieve the pressure on defense budget. Due to a fiscal gap of up to £ 22 billion (approximately $29 billion) left by the previous British government, the UK defense budget may be adjusted accordingly. To achieve the new benchmark of 2.5% of GDP for defense spending, the UK will continue to crack down on wasteful spending, ensure that military spending is fully utilized, and further support major military projects.
