Directly targeting counterfeit drugs, returning drugs, medical insurance drugs, and the first "shining sword" of traceability codes

2024-11-04

Fake drugs and recycled drugs not only endanger the safety of medical insurance funds, but also affect the medication safety and physical health of a large number of patients. On November 2nd, the National Healthcare Security Administration announced that regulatory authorities have made significant breakthroughs in their ability to detect and investigate counterfeit and returned drugs. On the noon of November 2nd, the National Healthcare Security Administration issued a notice, marking the first time that counterfeit and returned drugs have been identified through drug traceability codes. The announcement showed that through the analysis of the drug traceability codes uploaded from all over the country, 46 medical institutions in 11 provinces were found to be suspected of having clues such as drug swapping, drug backflow, counterfeit drugs, etc. of compound A-mucilage, and the relevant medical insurance departments were required to conduct verification, and report the verification results to the National Medical Insurance Bureau before November 20. This is the first time since the National Healthcare Security Administration launched a pilot project to collect traceability code information for medical insurance drugs and consumables in April this year, that it has publicly verified clues of suspected major drug violations to the society. The "one drug, one code" policy ensures that counterfeit and returned drugs have nowhere to hide. The drug traceability code is usually printed in the form of a barcode or QR code on the smallest packaging box of drugs and medical consumables, and is a unique identity label assigned at the time of leaving the factory. The drug traceability code is the only 'electronic ID card' of the drug Cao Wenbo, director of the coding standard department of the big data center of the National Health Insurance Bureau, said, "Just like a group of ID number can only correspond to one person, a drug traceability code can only correspond to a box of drugs." Han Haijun, director of the Safety Prevention and Control Center of the Yulin Medical Insurance Fund in Shaanxi Province, said that if a group of drug traceability codes are found to be repeated through scanning equipment in the process of drug flow, there is a possibility of counterfeit drugs, returned drugs and drugs being sold in tandem. At the same time, through traceability codes, relevant departments can also dynamically view information on various stages of drug and consumables production, distribution, and retail in real time. The 46 pharmaceutical institutions mentioned in the announcement of the National Healthcare Security Administration have a situation of duplicate drug traceability codes, with a duplication of more than or equal to 3 times, and all of them have undergone medical insurance fund settlement. The relevant person in charge of the National Healthcare Security Administration stated that there may be hidden clues of major drug violations that have affected multiple provinces. Quickly expand coverage to over 60% of designated medical institutions nationwide in Xiamen, Fujian Province, and achieve 100% full coverage of drug traceability and collection in over 1500 designated retail pharmacies throughout the city; In Yulin City, Shaanxi Province, as of June 10th, the traceability code control system has intercepted 14057 payments for the same drug, involving a cost of 1.2629 million yuan... Currently, traceability codes have been implemented in many parts of the country. According to the latest data from the National Healthcare Security Administration, as of October 28th, 3.127 billion traceability codes for drugs and consumables have been collected nationwide, involving 296800 designated medical institutions and 497200 designated retail pharmacies. This means that over 60% of designated medical institutions and over 99% of designated retail pharmacies in China have initiated the collection of traceability codes Cao Wenbo said that it is expected to fully launch the scanning and storage of traceability codes nationwide by the end of this year. It has been learned by reporters that some drugs can be traced by scanning their traceability codes on mobile phones to obtain drug related information. The relevant person in charge of the National Healthcare Security Administration stated that with the further promotion of traceability codes, patients can learn more about the "past and present" information of drugs such as "who produced them, where they were sold, and whether they have been resold" through them when purchasing drugs. It is reported that in addition to the announcement on November 2nd, the National Healthcare Security Administration will also gradually release relevant information on duplicate traceability codes for medical insurance drugs. The relevant person in charge of the National Healthcare Security Administration reminds consumers that they can keep some medication boxes. If they find that the information released by the National Healthcare Security Administration involves their purchased drugs, they can use the medication boxes and invoices containing traceability codes to protect their rights. Let every box of medicine leave a 'digital footprint', drug traceability codes empower the supervision of medical insurance funds, and better adapt to the requirements of the development of new quality productivity The person in charge reminds consumers not to believe in temptation and sell medical insurance drugs for money; Relevant practitioners should also be vigilant and not resell fake drugs, inferior drugs, or recycled drugs.
