Recently, the Standing Committee of the People's Congress of Shaoxing City, Zhejiang Province, voted to pass the "Regulations on the Protection, Inheritance and Development of Yue Opera in Shaoxing City" (hereinafter referred to as the "Regulations"), which is the first comprehensive local regulation on the development of Yue Opera in China and the first legislation on Yue Opera in the birthplace of Yue Opera. Yue Opera is known for its elegance and delicacy, and has been included in the first batch of national intangible cultural heritage list. Currently, as an integral part of China's excellent traditional culture, traditional opera is facing new requirements for protection, inheritance, and innovative development. In 2023, Zhejiang Province issued the "Five Year Action Plan for Accelerating the Prosperity and Development of Yue Opera (2023-2027)", aiming to build Zhejiang into a core region and cultural exchange center for the inheritance and development of Yue Opera nationwide through two years of efforts. The use of legal means to promote the development of Yue Opera is the focus of Shaoxing's efforts. It has been several years since legislation was enacted for Yue Opera. In 2022, the Regulation was officially included in the legislative research project of the Standing Committee of the Shaoxing Municipal People's Congress. In 2023, it was included in the legislative preparation project, and this year it was included in the initial review project. In recent years, Shaoxing has explored rich experience in script creation, talent cultivation, and stage construction The relevant person in charge of the Law Working Committee of the Standing Committee of the Shaoxing Municipal People's Congress stated that legislation is not only a summary and refinement of work experience, but also a norm and support for the future protection, inheritance and development of Yue Opera. The Regulation specifies that the people's governments of cities and counties (cities, districts) should incorporate the protection, inheritance, and development of Yue Opera into the national economic and social development planning outline, establish a coordinated mechanism, and study and solve problems such as institutional mechanisms, talent cultivation, and major theme creation in the protection, inheritance, and development of Yue Opera. The Regulation also emphasizes the dual wheel drive of "protecting inheritance" and "innovative development". In terms of focusing on innovative development, the people's governments of Shaoxing city, county (city, district) and their relevant departments should strengthen the dissemination of Yue opera art, build multi cross collaborative integrated media communication channels, promote the construction of Yue opera exhibitions, singing the same drama, Yue opera Spring Festival Gala, village Yue and other brand building, and tell the classic stories of Yue opera well.
