On October 30th, the General Office of the State Council issued a reply regarding the upgrading of four provincial-level development zones, including Guangzhou Huadu Economic Development Zone, to national level economic and technological development zones. It agreed to upgrade four provincial-level development zones, including Guangzhou Huadu Economic Development Zone, Jiangxi Guixi Economic Development Zone, Chongqing Fuling Industrial Park, and Shenyang Financial and Trade Development Zone, to national level economic and technological development zones. The document requires that the people's governments of relevant provinces and municipalities directly under the Central Government should closely focus on promoting Chinese path to modernization, constantly stimulate innovation vitality and endogenous power, actively participate in the construction of a new development pattern, promote in-depth reform and high-quality development with a high level of opening up, and focus on giving play to the exemplary role of national level economic and technological development zones in improving high-level opening up systems and mechanisms, participating in high-quality joint construction of the "the Belt and Road" and developing new quality productivity in line with local conditions, so as to make greater contributions to the solid promotion of Chinese path to modernization. The document proposes that the Ministry of Commerce, in conjunction with relevant departments, should strengthen guidance and services, enhance assessment and evaluation, implement dynamic management, and promote high-quality development of national level economic and technological development zones. Regarding this adjustment, Zhou Wei, a researcher at the Research Institute of the Ministry of Commerce, stated in an interview with reporters that as an important platform for opening up to the outside world, development zones have played a very important role in history. However, due to the different development foundations in different regions, there is still a certain gap in scale and level of openness, and there is still a lot of room for growth. He further analyzed that with the continuous changes in the domestic and international situation, some provinces are paying more and more attention to the construction of these open platforms and actively exploring development models that are suitable for themselves. During this process, some provincial-level development zones have gained a certain scale, and their explored paths and radiation effects on the surrounding economy have reached a new level. This upgrade is also aimed at further strengthening the advantages of provincial development zones that have done well, so that they can play a more important leading role in optimizing resource allocation and exploring open paths. Jingwei believes that this upgrade will also inject a stimulant into the development of other provincial-level development zones to a certain extent, encouraging everyone to promote their own level improvement through the utilization of advantageous resources. He also pointed out that the country has clearly proposed to implement dynamic management, and it is expected that the development model will not be a "one-way street". Some relatively small or underdeveloped national level economic and technological development zones may also face the possibility of downgrading in the future.
