Under the guidance of the Party's scientific theory, the magnificent practice of building a strong military has nurtured a strong military culture that embodies the characteristics of our military, embodies the spirit of the times, and supports victory. It has endowed our military with a new spirit of confidence, self-improvement, daring to fight, and striving for progress. The Implementation Outline clearly states that the culture of strengthening the military adheres to the essence of Marxist military theory, draws on the characteristics of excellent traditional Chinese military culture, takes the ideology of strengthening the military as its soul and the practice of strengthening the military as its carrier, contains the deep spiritual pursuit of obeying the Party's command, being able to win battles, and having a good work style. It is an important content of political military building in the new era and a new form of advanced military culture created by the Party leading the people's army. The Implementation Outline emphasizes that the prosperity and development of a strong military culture should focus on arming the entire army and educating officers and soldiers with the Party's innovative theories, cultivating revolutionary soldiers with the "Four Haves" and forging strong troops with the "Four Irons", forging the spirit, fighting spirit, and practicing ethics, providing strong ideological guidance, value shaping, and spiritual driving force for achieving the centenary goal of building the People's Army on schedule and accelerating the construction of the People's Army into a world-class military. We must cultivate the cultural roots and soul of a strong military, establish a strong military culture with a focus on winning battles, enrich the supply of strong military cultural services, and expand the influence of strong military cultural dissemination. The Implementation Outline requires that all levels strengthen organizational leadership and coordinate planning and promotion. We need to strengthen our strength support, strengthen our professional team, and tap into our amateur resources. We need to expand our methods and means, focus on technological empowerment, and encourage the participation of officers and soldiers. We must strictly practice diligence, thrift, and frugality, implement the requirements of hard work, diligence, and frugality in building the military, eliminate extravagance and waste, and avoid idle waste.
