Difficulty in employment for young elderly people requires' precise solutions'

2024-10-30

Not long ago, a news that "parents are getting old but still waiting in line to find jobs" sparked public attention to the re employment of young elderly people (60-69 years old). A recent investigation by reporters found that many young elderly people, although reaching retirement age, still choose to work to "support half of the sky" for their families. But for them, finding a job, especially a suitable one, is not easy; Even if a job is found, it may still result in insufficient job security due to weak legal awareness or the temporary nature of some jobs. As of the end of 2023, there are 296.97 million elderly people aged 60 and above in China, accounting for 21.1% of the total population. China has entered a stage of moderate aging. Among the younger elderly population, many have a strong desire to work due to their good physical condition, family economic pressure, or the desire to utilize their spare time. However, in reality, many young elderly people face difficulties in finding employment. The 'age barrier' is the biggest challenge faced by young elderly people. In addition to difficulties in finding employment, some elderly people may face discrimination even if they are already employed. All these issues will harm the employment rights and interests of the elderly, undermine their confidence in employment, and affect both employment and income growth, as well as their ability to shine. Moreover, it has also caused a waste of human resources, as many elderly people have accumulated rich work experience. Therefore, for the employment difficulties faced by the younger elderly population, from the policy level to the social level, we should be guided by problems and goals, and make every effort to remove the "roadblocks" that hinder their employment, creating jobs and a happy later life for them. For example, in response to the impact of "age barriers" on the employment of the elderly, it is necessary to develop job positions suitable for young and elderly people, guide employers to see the experience advantages of young and elderly people, encourage employers to hire young and elderly people through policies such as rewards and tax incentives, and eliminate age discrimination. For example, in response to the impact of "limited employment opportunities" and "outdated skills" on employment, targeted skills training should be strengthened for young and elderly people to keep their skills up-to-date and broaden their employment options. As for the unequal pay for the same job as young people, it needs to be both resolved and understood. In the context of diversified development modes in our country, the supply of employment opportunities is also diversified. However, due to the asymmetric demand information between employers and young elderly people, it will affect their employment. Therefore, it is urgent to build an employment information platform around the young and elderly population, on the one hand, fully showcasing the professional and resource advantages of job seeking elderly people; On the other hand, it is necessary to demonstrate to the elderly the demand information of employers for experienced talents. We need to plan the silver industry, silver enterprises, silver projects, etc. around the employment system for young elderly people, and provide customized employment for the elderly. In short, the employment difficulties faced by young elderly people urgently need to be accurately and vigorously resolved. The greater and more precise the efforts to solve related problems, the more they can fulfill the "employment dreams" of more elderly people. In fact, many documents have made relevant deployment arrangements in recent years. Taking this year as an example, the "Opinions of the Central Committee of the Communist Party of China and the State Council on Implementing the Employment Priority Strategy to Promote High Quality and Full Employment" proposes to create diversified and personalized employment positions suitable for the elderly. The Measures of the State Council on Gradually Delaying the Statutory Retirement Age also stipulate strengthening the development of employment opportunities for older workers. How to implement relevant documents is the biggest test for all parties involved. Only with a clear timetable, roadmap, and responsible person can we accurately solve the difficulty of employment for young elderly people. Of course, improving relevant laws and establishing a systematic system will better safeguard the employment rights and interests of the elderly. (New Society)
