Special rectification strengthens the supervision of scrapped motor vehicle recycling

Recently, seven departments including the Ministry of Commerce, the National Development and Reform Commission, and the Ministry of Industry and Information Technology issued notices requiring the strengthening of supervision and management of scrapped motor vehicle recycling. According to the notice, a three-month special rectification action will be carried out from October to December this year to crack down on illegal recycling and dismantling. The focus will be on maintaining a high-pressure situation against illegal and irregular behaviors such as unauthorized recycling and dismantling of scrapped motor vehicles without qualification certification, reselling of scrapped motor vehicles, assembling vehicles, buying, selling, forging, or altering "scrapped motor vehicle recycling certificates", excessive emissions, and illegal disposal of solid waste. The notice also requires strengthening the management of qualification certification for the recycling of scrapped motor vehicles. Strictly implement the "Management Measures for the Recycling of Scrapped Motor Vehicles" and supporting regulations and standards, and standardize the on-site acceptance and evaluation of qualification certification. Encourage automobile production enterprises to engage in the recycling of scrapped motor vehicles, and the production enterprises shall bear producer responsibility in accordance with the law. At the same time, guide scrapped motor vehicle recycling enterprises to improve and upgrade their quality. Encourage scrapped motor vehicle recycling enterprises to carry out refined dismantling, implement digital transformation, leverage online trading platforms to connect the industrial chain, expand the sales scale of scrapped motor vehicle recycling parts, and enhance the profitability of enterprises. Encourage recycling enterprises to improve their level of high-value comprehensive utilization of resources, and support eligible enterprises to actively extend and expand downstream steel, non-ferrous metals, and component remanufacturing.
