The Rule of Law Management Principles for the Reincarnation of Living Buddhas in Tibetan Buddhism

The reincarnation system of living Buddhas is a religious inheritance and succession system in Tibetan Buddhism, which has undergone hundreds of years of development and evolution, gradually forming a complete set of religious rituals and historical customization, becoming a specific way of inheriting the reincarnation of living Buddhas. It has become an important principle that must be adhered to in the reincarnation of influential living Buddhas to implement historical practices such as domestic search, drawing lots from the golden urn, and seeking approval from the central government for succession. The principle of rule of law management is an important system for the reincarnation management of living Buddhas, playing a crucial role in the process of reincarnation. In history, the central governments of various dynasties mainly standardized the management of the reincarnation system of influential Tibetan Buddhist lamas through measures such as conferring titles and establishing regulations. This includes the principles of political power over religious power, national law over religious rules, and sovereignty above all else. Throughout the process of reincarnation of lamas, it has always been fully respected and followed. 1、 The establishment and development of the reincarnation system of living Buddhas, where political power is greater than religious power, is determined by the central government and always adheres to the principle of political power being greater than religious power. The reincarnation system of living Buddhas began with the Karma Kagyu school, and its formation is closely related to the authority of the central government. In 1288, Huoqiong Duoji was recognized as the reincarnation of the eminent monk Karma Baxi of Chubu Temple, establishing the system of reincarnation of living Buddhas. In 1332, Huo Qiong Duoji was summoned to the capital of the Yuan Dynasty (now Beijing) to pay respects to the emperor and pass on the Dharma. Emperor Shun of the Yuan Dynasty bestowed upon him titles such as "Karmapa, the Empty Buddha of All Laws", as well as imperial edicts, national teacher seals, etc. Through enfeoffment, the legitimate identity and status of the reincarnated living Buddha were confirmed by the central government of the Yuan Dynasty, and the title of "Karmapa" was also used and passed down through the central government's enfeoffment. The reincarnation of the living Buddha was also given legal significance spontaneously by the people, and a system was truly formed. The formation and development of the reincarnation system of the Dalai Lama are also closely related to the management of the central government. In 1546, the young Sonam Gyatso was recognized as the reincarnation of the former abbot Gendun Gyatso. In 1587, the central government of the Ming Dynasty conferred the title of "Duo Er Zhi Chang" on Suo Nan Jia Cuo, meaning "holding the Diamond", and granted him a seal, allowing him to pay tribute. This is the first time that the reincarnation system of the Dalai Lama has been granted by the central government, and it also marks the official confirmation of this reincarnation system by the central government. Without government approval and confirmation, the reincarnation system of the Dalai Lama cannot be formed. In 1653, the Fifth Dalai Lama Awang Lobsang Gyatso was summoned to Beijing to meet with Emperor Shunzhi of the Qing Dynasty. He was conferred the title of "Ordinary Vajradhara Dalai Lama under the guidance of the Great Compassionate Buddha of the Western Heaven" and given a golden book and seal, thus officially confirming the title of "Dalai Lama" by the central government. Subsequently, the system of approval and conferment by the central government was established for the reincarnation of successive Dalai Lamas. Political power is greater than religious power. The legitimacy of the reincarnation system of the Dalai Lama is not only derived from the central government. Historically, the implementation of the system of political and religious unity in Xizang was also decided by the central government. The Dalai Lama's political and religious power in Xizang was granted by the central government. In 1751, the central government of the Qing Dynasty abolished the system of local prefectures in Xizang, and decreed that the seventh Dalai Lama and the minister stationed in Xizang jointly handle the local religious and political affairs in Xizang. Since then, the Dalai Lama has become the religious and political leader of the local government in Tibet, and his religious and political status and influence have been improved. 2、 The principle of national law over religious rules has always reflected the authority of the central government in the management of the reincarnation of living Buddhas, and adheres to the principle of national law over religious rules. In 1793, the central government of the Qing Dynasty promulgated the "Twenty nine Articles of the Qinding Tibetan Internal Rehabilitation Regulations", which established the system of drawing lots from the golden urn in legal form. After the issuance of the decree to implement the golden urn lottery system, the 8th Dalai Lama issued the "Proclamation of the Year of the Water Buffalo" to the whole Tibet, emphasizing the strict implementation of the golden urn lottery system and making clear and specific regulations, fully reflecting the golden urn lottery principles stipulated in the regulations, and becoming an important basis for implementing the golden urn lottery system. The Qing Dynasty insisted on implementing a system of golden urn drawing or special approval from the central government to exempt the reincarnation of the Dalai Lama and Panchen Lama. In February 1936, the Mongolian and Tibetan Affairs Commission of the Nationalist Government issued the "Regulations on the Reincarnation of Lamas", which was the first specialized regulation on the management of reincarnation of living Buddhas issued by the central government and played a historical role in deepening the management of reincarnation of living Buddhas. In July 2007, the State Administration for Religious Affairs of the People's Republic of China issued the "Management Measures for the Reincarnation of Tibetan Buddhist Living Buddhas", marking a more standardized, clear, and comprehensive rule of law management for the reincarnation of Tibetan Buddhist Living Buddhas, which has significant historical and practical significance. The Measures declare the purpose and basis of legislation, clearly stipulating the principles that should be followed, the conditions that must be met, the application and approval procedures to be fulfilled, the approval and filing procedures for the recognition of reincarnated spirits, the responsibilities of Buddhist groups, as well as the issuance of living Buddha certificates and the cultivation and education of living Buddhas. It is stipulated that "for living Buddhas who have been historically recognized by the Golden Urn Lottery, the recognition of their reincarnated spirits shall be carried out by the Golden Urn Lottery. For those who request exemption from the Golden Urn Lottery, the religious affairs department of the provincial or autonomous region people's government shall report to the State Administration of Religious Affairs for approval, and for those who have a particularly significant impact, they shall report to the State Council for approval." Its promulgation and implementation mark the further deepening of the Chinese government's adherence to the rule of law management of the reincarnation of living Buddhas, and Protecting citizens' freedom of religious belief in accordance with the law, maintaining the normal order of Tibetan Buddhism, Promoting the healthy inheritance of Tibetan Buddhism has played an important role in ensuring its preservation. Foreign separatist forces and international anti China forces frequently hype up the "reincarnation issue", distorting facts and attempting to use the so-called "rules of religion" as an excuse to control the dominant power of reincarnation of living Buddhas. However, national laws are greater than rules of religion, and historical facts have eloquently proven this principle. 3、 Sovereignty above all else, always adhere to the principle of sovereignty above all else in the issue of reincarnation of living Buddhas. The principle of sovereignty established by modern international law requires countries to respect each other's sovereignty in their mutual relations and to refrain from any form of infringement. The right of each country to independently handle its own internal and external affairs should be respected, and other countries shall not engage in any form of aggression or interference. Any country in the world will manage its religious affairs in accordance with the law, no exception in ancient and modern times, both at home and abroad. This has nothing to do with the so-called "atheism" intervention in "theism" beliefs promoted by overseas separatist forces and international anti China forces, but is an inevitable requirement of national sovereignty and government responsibilities. The independent and lawful management of the reincarnation affairs of living Buddhas not only reflects the interests of the country and the dignity of the nation, but also is an inevitable requirement for protecting the legitimate rights and interests of the religious community and believers in accordance with the law. Therefore, it will inevitably receive widespread support and endorsement from religious figures and believers. The Management Measures for the Reincarnation of Living Buddhas in Tibetan Buddhism clearly stipulate that "the reincarnation of living Buddhas is not subject to interference or domination by any foreign organization or individual." No foreign force has the right to interfere with the reincarnation of living Buddhas in our country, let alone recognize any reincarnated living Buddha in our country. The Tibetan Buddhist community has a fine tradition of loving the country and religion, protecting the country and benefiting the people. Without the guarantee of the central government, national law and national sovereignty, there would be no establishment and development of the reincarnation system of living Buddhas, and there would be no formation and development of the reincarnation system of the Dalai Lama, let alone the Dalai Lama's political and religious status and influence in Xizang in history. Under the premise of governing the country according to law and managing the affairs of reincarnation of living Buddhas in accordance with the law, adhering to the principle of political power over religious power, national law over religious rules, and sovereignty above all else is the basic prerequisite for maintaining national unity, ethnic solidarity, maintaining the normal order of Tibetan Buddhism, and maintaining religious and social harmony. Any organization or individual overseas manipulating the so-called 'reincarnation issue' is illegal and invalid. Religious affairs and personal wishes must obey national laws, and the reincarnation of a living Buddha cannot ignore national laws under the pretext of "purely religious affairs" or "respecting the will of the reincarnation".
