Not long ago, the Ministry of Finance, the Ministry of Commerce, the Ministry of Culture and Tourism, the General Administration of Customs, and the State Administration of Taxation issued a notice on improving the policy of duty-free shops in cities, specifying that from October 1st, one duty-free shop will be established in each of eight cities including Guangzhou, Chengdu, and Shenzhen. In addition, 13 existing duty-free foreign exchange shops in Beijing, Shanghai, Harbin and other places will also be transformed into urban duty-free shops. Compared to airport and offshore duty-free shops, urban duty-free shops have many competitive advantages. Airports and offshore duty-free shops are located in specific areas, separated from other commercial districts in the city, and have limited consumer radiation effects; Many duty-free shops in the city are located in the core business district, with convenient geographical locations and expanded service targets. Chinese and foreign tourists who hold valid entry and exit documents and are about to depart by air transport or international cruise within 60 days (inclusive) can enjoy the duty-free policy. At the same time, purchasing is more convenient, with support for purchasing within the city and picking up goods at the port, and carrying them out of the country in one go. Opening duty-free shops within the city is a beneficial measure to promote consumption. China has a large volume of duty-free consumption, but there has been a certain degree of outflow for a long time, and some consumers are accustomed to purchasing duty-free goods overseas. Improving the convenience of duty-free shopping for inbound and outbound travelers in China is conducive to better meeting the high-quality and personalized consumption needs of residents, effectively promoting the return of overseas consumption, and further unleashing the potential of high-end consumption. Establishing duty-free shops within the city can also help better grasp cross-border tourism hotspots and create a one-stop consumption experience of "cross-border tourism+duty-free shopping". Since the beginning of this year, due to factors such as visa free policies, flight recovery, and convenient payment, more and more foreign tourists have come to China for travel. According to the data released by the National Migration Administration, 8.186 million foreigners entered the country at all ports in the third quarter of this year, up 48.8% year on year. As an important part of cross-border tourism, the expansion and upgrading of duty-free shopping can effectively enrich the cross-border travel experience and achieve a positive interaction between tourism and consumption. At present, the establishment and renovation of duty-free shops in Chinese cities are proceeding in an orderly manner. Looking to the future, duty-free shops in the city should not only improve their internal strength, prioritize the needs of tourists, but also put in great effort in product categories and shopping experience, creating a good business image and consumer reputation; We also need to establish brand awareness and widely use marketing methods such as social media promotion and joint cooperation to increase the visibility of duty-free shops in the city. In addition, it is also advisable to moderately expand the display and sales of high-quality local brands in tax-free retail channels, and build a larger stage for Chinese manufacturing and Chinese brands to "go global".
