Beijing releases service guarantee measures for the elderly

On the 10th, it was learned from the Beijing Civil Affairs Bureau that multiple departments in Beijing have recently jointly issued the "Several Measures to Strengthen the Service Guarantee for the Elderly" in order to provide elderly care services for the elderly and those with disabilities and dementia. The measures mainly involve strengthening demand surveys and guarantees, optimizing the layout of service facilities, expanding universal services, improving medical service supply, promoting service specialization, standardization, and intelligence, and strengthening service reform and organizational guarantee in six aspects, totaling 20 measures. Guo Hanqiao, Deputy Director of the Beijing Civil Affairs Bureau, introduced that "elderly people" refer to those aged 80 and above, including elderly people with disabilities and dementia, as well as elderly people who take care of themselves. To ensure that the focus of elderly care services is on disabled and demented elderly people, disabled and demented elderly people under 80 years old in Beijing are also subject to this policy. According to statistics, there are currently 698000 "elderly people" in Beijing, including 163600 elderly people with disabilities (153000 people assessed as disabled and 10600 people with severe disabilities), 534400 elderly people who take care of themselves, and 157000 elderly people under the age of 80 with disabilities and dementia. The policy covers a total of about 855000 elderly people. Guo Hanqiao stated that there are four highlights of this security policy: firstly, optimizing the subsidy and allowance system for the elderly, and promoting the subsidy and allowance to focus on key groups of the elderly. Secondly, in terms of the construction of elderly care facilities, it is clear to use streets (townships) as units and allow multiple newly built residential areas to integrate and utilize indicators for the construction of elderly care facilities, achieving overall planning and integrated construction; In terms of the renovation of existing facilities, relevant operational methods should be formulated to classify and clarify the implementation paths and supporting policies for the renovation of different types of existing facilities. Thirdly, for the first time, it is proposed to take street (township) elderly care service centers as the driving force, strengthen the resource coordination and service scheduling functions of elderly care service centers, extend the network functions of elderly care service stations, and promote the collaborative service functions of professional service providers, in order to promote the formation of a symbiotic development of the elderly care service ecosystem. The fourth is to innovate the incentive and assessment mechanism for family doctor contract services, encourage medical personnel to go down to the grassroots level to carry out integrated medical and elderly care services, and give preferential treatment in terms of professional title promotion, salary performance, etc., steadily promote the transformation of some first and second level hospitals in densely populated areas into rehabilitation nursing institutions or increase care beds.
