Li Qiang stated that the Shanghai Cooperation Organization is an important platform for maintaining regional peace and stability, and promoting the development and prosperity of all countries. At the Astana Summit in July this year, President Xi Jinping and leaders of member states reached an important consensus on working together to build a common home for the Shanghai Cooperation Organization that is united, trustworthy, peaceful, prosperous, friendly, fair and just. Building such a common home requires a more solid political foundation, more reliable security guarantees, closer economic ties, deeper emotional connections, and more coordinated multilateral cooperation.
Li Qiang pointed out that China is willing to work with all parties to translate the consensus reached by the heads of state into effective actions and transform the beautiful vision of the "Five Common Homes" into a reality. Li Qiang put forward four suggestions for deepening cooperation within the Shanghai Cooperation Organization: firstly, to strengthen strategic alignment around the mission and tasks. Formulate a ten-year development strategy for the Shanghai Cooperation Organization, draw a roadmap for cooperation in various fields, strengthen strategic communication, eliminate differences and enhance mutual trust through dialogue. The second is to closely follow the development needs and expand pragmatic cooperation. Deepen cooperation in poverty reduction, digital economy, green development, etc., enhance regional trade and investment facilitation and connectivity, maintain stable and smooth industrial and supply chains, and actively establish the Shanghai Cooperation Organization Development Bank. The third is to focus on the main risks and actively respond to them. Strengthen joint actions, combat the "three forces", and accelerate the construction of comprehensive centers for responding to security threats and challenges, drug control centers, etc. The fourth is to expand personnel exchanges in response to public expectations. Give full play to the role of the SCO Committee for Good Neighborliness, Friendship and Cooperation, build a good SCO Digital Education Alliance, organize brand activities such as the People to People Friendship Forum, and inherit and develop the cause of people to people friendship.
The attending parties expressed that the member states of the Shanghai Cooperation Organization uphold the "Shanghai Spirit", continuously consolidate mutual respect and trust, strengthen neighborly and friendly cooperation, continuously improve the level of regional economic integration, and effectively promote regional peace, stability, and development. In the face of a complex and volatile international environment, all parties should actively implement the results of the Astana Summit, work closely together, strengthen the docking between the joint construction of the "the Belt and Road" and the construction of the Eurasian Economic Union, deepen cooperation in such fields as economy and trade, security, connectivity, energy, finance, green development, poverty reduction, tighten people to people ties, practice genuine multilateralism, jointly safeguard international fairness and justice, and promote lasting peace and common prosperity in the region and the world.
Li Qiang signed and issued a joint communiqu é with the attending leaders of member states, approving the relevant resolutions on the construction of the Shanghai Cooperation Organization.
