The Decision of the Central Committee of the Communist Party of China on Further Comprehensively Deepening Reform and Promoting Chinese path to modernization puts forward: "Promote the systematic protection and unified supervision of cultural heritage." This is the internal requirement for strengthening the protection and inheritance of cultural heritage, maintaining the safety of cultural heritage, and an important basic work for promoting the excellent traditional culture of China. Firstly, promoting systematic protection and unified supervision of cultural heritage is an urgent need to undertake the heavy task of cultural heritage protection in China. China is universally recognized as a major cultural heritage country. The third national census of cultural relics registered over 767000 immovable cultural relics, and the first national census of movable cultural relics registered over 100 million pieces (sets) of state-owned movable cultural relics. By the end of 2023, more than 1500 representative projects of national intangible cultural heritage have been announced, 39 world cultural heritage sites have been successfully applied for, 142 national historical and cultural cities, nearly 800 Chinese historical and cultural towns and villages, and more than 8000 traditional Chinese villages have been announced. The task of protecting cultural heritage is very heavy. China is still in the process of rapid industrialization and urbanization, with large-scale infrastructure construction constantly uncovering new cultural relics, while posing severe challenges to the protection of existing cultural heritage. In this situation, only by promoting systematic protection and unified supervision of cultural heritage, effectively integrating existing cultural heritage protection and supervision forces, and improving the efficiency of cultural heritage protection and supervision, can we undertake increasingly heavy and arduous tasks of cultural heritage protection. Secondly, promoting systematic protection and unified supervision of cultural heritage is an urgent need to address the prominent issues in the current cultural heritage industry. Since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping as the core has attached great importance to the protection and inheritance of cultural heritage. General Secretary Xi Jinping has made important instructions on cultural relics work, revolutionary cultural relics work, and intangible cultural heritage protection work multiple times. Currently, China's cultural heritage industry has received unprecedented attention and support from the whole society, ushering in the best period in history. At the same time, it should be soberly recognized that there are still some issues in the cultural heritage industry that cannot be ignored. For example, the security situation of cultural relics is severe, with illegal activities by legal persons, theft and excavation, fire accidents, and natural disasters occurring from time to time. Many historical and cultural cities (blocks, villages and towns), ancient buildings, ancient sites, and scenic spots have insufficient overall protection efforts. Many intangible cultural heritages lack effective inheritance and dissemination. The team and professional strength of cultural heritage protection and management institutions are weak, and key areas such as cultural relic resource management, value interpretation, law enforcement inspection, and folk collection urgently need to deepen reforms. Only by promoting systematic protection and unified supervision of cultural heritage can we fundamentally solve prominent problems such as fragmentation in the cultural heritage industry and build a solid safety barrier for cultural heritage protection. Thirdly, promoting systematic protection and unified supervision of cultural heritage is an urgent need to better promote the revitalization and utilization of cultural heritage. Cultural heritage plays an important role in providing public cultural services, meeting the spiritual and cultural needs of the people, enhancing the sense of community of the Chinese nation, and strengthening the influence and dissemination of Chinese civilization. General Secretary Xi Jinping has repeatedly issued important instructions to promote the "revitalization" of cultural heritage. To promote the revitalization of cultural heritage, it is necessary to first maintain the integrity and original ecology of various cultural heritages, and thus strengthen systematic protection and unified supervision. If the protection and supervision system of cultural heritage is still "railway police, each managing a section", it will be difficult to achieve systematic integration and form a complete ecosystem for the inheritance and utilization of cultural heritage. Only by promoting systematic protection and unified supervision of cultural heritage can we adapt to the increasingly active "cultural and museum fever", "archaeological fever", and "intangible cultural heritage fever" in the whole society, so that people can fully feel and experience the infinite charm of cultural heritage, and maximize the value and role of cultural heritage. Promote systematic protection and unified supervision of cultural heritage, with systematic protection as the goal and unified supervision as the means. The two are highly unified as a whole. In work practice, it is important to grasp some key requirements. One is to strengthen the leadership of the Party in the protection and inheritance of cultural heritage. Deeply study Xi Jinping's cultural ideology, deeply understand General Secretary Xi Jinping's series of important statements on the protection and inheritance of cultural heritage, improve the implementation mechanism of the Party Central Committee's important deployment on the protection and inheritance of cultural heritage, and improve the coordination mechanism of relevant work. The second is to promote the transformation and upgrading of cultural heritage protection from key protection to comprehensive protection, systematic protection, and overall protection. Always prioritize protection, with cultural relics resources as the core, comprehensively protect the cultural relics themselves and improve the surrounding environment, reasonably preserve traditional cultural ecology, and work together to promote the systematic protection of cultural heritage such as cultural relics, ancient buildings, famous cities and towns, historical districts, traditional villages, cultural landscapes, intangible cultural heritage and folk customs, and build a Chinese civilization identification system. The third is to promote the reform of the cultural heritage protection system and mechanism. Efforts will be made to improve protection institutions, strengthen protection forces, increase investment, and form a working force. The fourth is to strengthen the supervision, discipline and accountability of cultural heritage protection. Strengthen the legal construction of cultural heritage protection, establish and implement a cultural heritage protection inspection system, and use the strictest system and the strictest rule of law to protect cultural heritage.
