Employment is the most basic livelihood and concerns the vital interests of the people. Improving the employment public service system is an important aspect of deepening the reform of the employment system. The recently released "Opinions of the Central Committee of the Communist Party of China and the State Council on Implementing the Employment Priority Strategy to Promote High Quality and Full Employment" proposes to improve a precise and efficient employment public service system. As an integral part of the country's basic public services, comprehensive employment public services are conducive to providing employment information, enhancing workers' professional abilities, and facilitating communication channels between labor and capital, thereby improving the job market. Since the 18th National Congress of the Communist Party of China, China has attached great importance to and effectively promoted the construction of the employment public service system and system. Currently, there are more than 4400 public employment talent service institutions established, serving an average of 110 million people per year. At present, there is still a structural contradiction in China's employment market to some extent, such as "there are jobs but no one to do, and there are people but no jobs to do". Issues such as uneven distribution of employment public services, weak development foundation, and uneven service quality also need to be taken seriously. Therefore, it is necessary to further improve the system, optimize the system, fully leverage the advantages of public services, and alleviate the contradiction between employment and labor. The Opinion proposes to improve the employment public service system that covers the whole population. Improving the system should enhance the inclusiveness of services. At present, the number of flexible employment personnel such as couriers and food delivery drivers in China is constantly increasing. Key groups such as college students, migrant workers, and poverty-stricken populations still face significant employment pressure. These groups have a strong demand for employment services, especially public employment services. It is necessary to provide inclusive services in providing suitable employment positions, safeguarding legitimate labor rights and interests, and building harmonious labor relations. Improving the system should enhance service accessibility. China has basically formed an employment public service network covering both urban and rural areas. Most streets and townships in the country have established employment service windows, but there are still some workers who want but cannot obtain employment services. We must continue to adhere to the grassroots orientation, while strengthening employment services in industrial agglomeration areas and densely populated areas, we should timely promote the extension of services to relocation and resettlement areas, remote areas, and rural areas, and efficiently serve various targets. We will break the restrictions on registered residence, region and identity, build a "doorstep" employment service station and a part-time job market, and promote the "big data+iron feet" service model to ensure that service resources sink to the grassroots. To improve the system, it is necessary to further enhance the professionalism of services. The new form of employment has given rise to new labor relations and also generated some new problems. The employment public services that used to mainly focus on traditional labor relations can no longer effectively solve the above problems. This places higher demands on the professionalism of the service. To address this, it is necessary to enhance the professional capabilities of service personnel and build a service team with a reasonable structure and excellent quality; Make good use of information resources and big data, establish and utilize a unified national employment public service information platform, promote data sharing, and provide support for diversified employment methods. At the same time, we can also cooperate with market-oriented human resources service agencies to expand the supply of specialized services and promote effective resource docking. (New Society)
