International Observation: China ASEAN Mutual Benefit and Win win Entering a New Stage

On October 10-11, the 27th China ASEAN (10+1) Leaders' Meeting, the 27th ASEAN Plus Three (10+3) Leaders' Meeting, and the 19th East Asia Summit will be held in Vientiane, Laos. Against the backdrop of stagnant global economic growth and prolonged geopolitical conflicts, China ASEAN economic and trade cooperation has demonstrated strong resilience, continuously improving and upgrading, entering a new stage of high-quality development, and becoming the most dynamic region of the world economy and the main driving force for global economic growth. We should continue to deepen cooperative partnership, expand mutual benefit and win-win results in opening up and cooperation, and make the region continue to be the engine of development, the highland of cooperation, and the consensus and common aspiration of the people of all countries in the region. Mutual benefit and win-win cooperation are the consensus of China ASEAN economic and trade cooperation, and also the solid foundation for building a China ASEAN community with a shared future. Since the establishment of dialogue relations in 1991, China has reached a series of consensus with ASEAN and its member countries to enhance economic and trade cooperation, strengthen complementary advantages, and achieve mutual benefit and win-win results. The China ASEAN Free Trade Area, covering 11 countries and benefiting 2 billion people, has been established, setting an example of shared destiny, solidarity and cooperation among developing countries. China and ASEAN have always adhered to the concept and principle of mutual benefit and win-win cooperation. Bilateral trade has grown from 8.36 billion US dollars in 1991 to 911.7 billion US dollars in 2023, expanding its scale by more than 100 times. China has remained ASEAN's largest trading partner for 15 consecutive years, and ASEAN has been China's largest trading partner for 4 consecutive years. As of July 2024, the cumulative two-way investment between the two parties has exceeded 400 billion US dollars. For more than 30 years, China and ASEAN have worked together to address common challenges such as the Asian financial crisis, the global financial crisis, and the COVID-19. Economic integration has continued to deepen, people to people and cultural exchanges have become closer, strategic mutual trust has continued to deepen, and consensus on a community of shared future has been increasingly strengthened. China ASEAN comprehensive strategic partnership has entered the fast lane. China ASEAN community of shared future has taken solid steps to become the first practice area to promote the construction of a community of shared future for mankind. Continuously increasing the increment of cooperation, China ASEAN mutually beneficial cooperation has entered a new stage. In recent years, under the strategic guidance of the leaders of both sides, the strategic coordination and policy coordination between China and ASEAN have continuously improved. Both sides have always adhered to the goal and prospect of mutual benefit and win-win in top-level design, and provided strong institutional guarantees for building a mutually beneficial and harmonious China ASEAN community with a shared future through the docking mechanism of consultation, co construction, and sharing. The coordination mechanism and legal framework system of both sides at the regional and sub regional levels are gradually improving, promoting and safeguarding deep economic and trade cooperation and win-win coexistence between China and ASEAN, and building a more mutually beneficial and stable industrial and supply chain. Promote mutual benefit and win-win through more comprehensive and high-level open cooperation. Since the full implementation of the Regional Comprehensive Economic Partnership (RCEP) in June 2023, China and ASEAN have comprehensively and high-quality implemented RCEP and accelerated the negotiation of the China ASEAN Free Trade Area 3.0. In addition to trade in goods, bilateral service trade and mutual investment are flourishing, regional connectivity is becoming increasingly close, and industrial and supply chains are deeply integrated. ASEAN, China, Japan, and South Korea (10+3) will also jointly discuss and issue a statement on strengthening regional supply chain connectivity, leveraging the complementary advantages of 10+3 countries, strengthening supply chain coordination and cooperation, further enhancing the level of East Asian economic integration, deepening mutual benefit and win-win results, and injecting strong impetus into the world and regional economic recovery. Promote mutual benefit and win-win through closer industrial linkage and upgrading development. As the "the Belt and Road" initiative continues to deepen its docking with the development plans of ASEAN and ASEAN countries, the advantages of China ASEAN resource and industrial complementarity are further released, forming new cooperation advantages, transforming them into new impetus for economic development, and providing broader space for high-quality development of China ASEAN economic and trade cooperation. On this basis, promote the coordinated development of economic structure optimization and industrial upgrading between China and ASEAN countries. Through more diverse social and cultural exchanges, we can share development opportunities and promote mutual benefit and win-win outcomes. As a large market with huge scale and potential demand, China and ASEAN provide development opportunities for each other, jointly bringing more high-quality and diversified product and service choices to consumers in the region and beyond. The cooperation in emerging fields such as new quality productivity, digital economy, artificial intelligence, electric vehicles, and clean energy fully reflects the demand for mutual benefit and win-win between China and ASEAN, and is becoming a new growth point for mutual benefit and win-win between both sides. This year and next year are the "China ASEAN Year of People to People Exchange". We believe that with the deepening of cultural, tourism, training, youth and other cultural exchanges and cooperation between the two sides, China ASEAN will further enhance understanding, share new development opportunities, deepen mutually beneficial cooperation, and promote high-quality economic and trade cooperation between the two sides.
