In fact, the principle of guiding grassroots construction by government agencies is similar to planting trees, which also requires a focus on science and reducing excessive interference. In the practice of assisting construction, the government should "occupy its position, fulfill its duties, and be sincere without exceeding its limits", be in place without overstepping its bounds, and provide guidance without leading, in order to form a vivid situation of grassroots linkage and two-way efforts. Unloading the burden is the key to taking big steps, leaving space is the key to growing taller. All levels of government agencies should clarify their functional positioning, distinguish levels, and effectively respect the power of grassroots work arrangement, personnel use, and property control. They should correctly handle the relationship between mentoring and substitution, guidance and command, trust and indulgence, and the relationship between short-term and long-term assistance. They should establish a new model of grassroots work where organizations can build their own, work independently, solve problems independently, and ensure safety and self-protection. We often say that it cannot be done without authorization from the law. What is causing chaos and disturbance at the grassroots level now is not the lawful construction of government agencies, but the blind construction of a few government officials. Leaders and officials at all levels must firmly establish a rule of law mindset when building grassroots units.
