According to data from the National Health Commission, there are approximately 30 million infants and young children under the age of 3 in China, and over 30% of families with infants and young children have a need for daycare. As the "main force" of the current fertility army, the "80s" and "90s" face greater competition for employment and also need to consider the issues of parental support and child rearing. It can be said that they need to both "manage themselves" and "consider the future". In the current era of rapid economic and social transformation, the time and financial costs involved in various aspects such as childbirth, parenting, and education are relatively high, and childcare anxiety has become a hurdle that these novice parents must overcome. In recent years, relevant departments of the country have introduced a series of policies to increase the supply of childcare services and reduce the burden on families, from implementing major special projects to support the construction of a number of comprehensive childcare service centers, public childcare institutions, and inclusive childcare spaces, to including the cost of caring for infants and young children under 3 years old in the special deduction of personal income tax and increasing the deduction standards, to implementing demonstration projects supported by the central government for the development of inclusive childcare services. At the same time, we should also note that most young parents currently prefer public or inclusive childcare institutions, but most of the childcare institutions on the market are for-profit institutions, and the fees for childcare services exceed the affordability of many young people, resulting in a mismatch between resources and demand. Data shows that in 2023, private childcare institutions in China will account for 89.5% of all childcare institutions, with an average childcare service fee (excluding meal fees) of 1978 yuan/person/month. In first tier cities, the fee is above 5500 yuan/person/month, which is significantly lower than the payment ability and expectations of young families. Therefore, starting from the price and standardizing the construction of the childcare service system is an important breakthrough to solve the problems of unclear pricing principles and inadequate fee management mechanisms for inclusive childcare services in some places. How to further increase the supply of inclusive childcare service institutions, provide childcare services that satisfy young parents in terms of safety, geographical location, price standards, and teacher level, and how to develop quality evaluation standards according to different regional development levels, so as to promote the development of childcare services towards popularization, inclusiveness, safety, and quality, etc., all require us to combine problem oriented and goal oriented approaches and come up with more practical methods. Fortunately, at the national level, various policies to regulate the development of the childcare industry are being introduced one after another, and top-level design plans are becoming increasingly clear.
