The Ministry of Agriculture and Rural Affairs has introduced a series of policies to continuously increase efforts in the conservation and sustainable utilization of fishery resources. Firstly, optimize and adjust the summer fishing ban system. At present, from early May to mid September each year, China implements a seasonal fishing ban in three sea areas of different durations, with a maximum duration of 4.5 months. According to the total management of marine fishery resources and the "dual control" system of marine fishing, the total output of domestic marine fishing is controlled within 10 million tons, and the number of large and medium-sized marine fishing vessels is controlled within the existing 50000. Secondly, we will build marine pastures, carry out breeding and releasing, and strengthen the management of aquatic germplasm resources protection areas. Construct 169 national level marine ranches, release over 20 million cubic meters of artificial reefs, and release more than 20 billion marine species annually, effectively increasing and restoring nearshore fishery resources. The relevant departments have also strengthened the protection of precious and endangered marine wildlife. The National People's Congress revised the Wildlife Protection Law, and the Ministry of Agriculture and Rural Affairs implemented action plans for the protection of marine flagship species such as spotted seals, turtles, and Chinese white dolphins. According to statistics, since 2021, more than 1300 species such as sea turtles and spotted seals have been released, confiscated, and rescued. The population of precious and endangered aquatic wildlife such as Chinese white dolphins, spotted seals, and sea turtles has also shown a positive trend. According to the sampling collection of fishing information by the Ministry of Agriculture and Rural Affairs, since the start of fishing this year, there has been a diversity of nearshore catch species, and the fishing yields of major economic species such as hairtail and chub mackerel have all increased. Taking the South China Sea as an example, after the fishing ban, the daily average catch of single tow fishing boats has significantly increased, with shellfish increasing by 9.4 times, crabs increasing by 3.7 times, cephalopods increasing by 2.3 times, and the production of fish such as golden thread fish also increasing significantly. A fishing ban is not a one size fits all solution. The implementation of special economic species and four types of fishing vessels for specialized fishing during the summer fishing ban is an important supplement to the marine summer fishing ban system. The special economic species for special fishing are mostly fishery resources with short growth cycles such as one year, with fast growth rates, good resource conditions, and concentrated fishing seasons. Through scientific evaluation, appropriate fishing of these economic species will not damage resources, but can also fully utilize fishery resources, ensure the supply of high-quality aquatic products, promote fishermen's income increase, and enrich the "vegetable basket" of the people. Since the launch of special fishing in 2017, the variety and types of operations during the summer fishing ban have been continuously expanded, and management has become more standardized, achieving good practical results. Liu Xinzhong introduced that there are a total of 9 special economic species and 4 types of operations in this year's special fishing, with more than 20000 licensed special fishing vessels. According to preliminary statistics, this year's special fishing ban in the ocean during the summer season has produced about 400000 tons, with an output value of about 7 billion yuan. It has effectively promoted resource protection and rational utilization, achieved market supply guarantee for aquatic products, increased efficiency in the fishing industry, and increased income for fishermen. Strict law enforcement is a key factor in ensuring the implementation of the summer fishing ban system. In recent years, the Ministry of Agriculture and Rural Affairs, the Ministry of Public Security, and the China Coast Guard have continued to jointly organize special law enforcement actions for marine fishing bans during the summer season, severely cracking down on various illegal and irregular activities related to fishing, strengthening the special fishing law enforcement supervision of special economic species and types of fishing vessels, and maintaining the order of fishing bans during the summer season. Our country has a sea area of 3 million square kilometers. With limited maritime law enforcement capabilities, we must seize the "bull's nose" of many illegal cases, difficult management, and high social attention, and investigate and handle a number of major cases with significant social impact, high attention, and strong deterrence, in order to maximize the effectiveness of law enforcement and supervision Sun Haiwen, Deputy Director of the Fisheries and Fishery Administration Bureau of the Ministry of Agriculture and Rural Affairs, introduced that the fisheries and fishery departments focus on strict law enforcement in key time periods, key areas, and key targets. Especially from August 16th to 17th, the "2024 East China Sea Assault Operation" joint law enforcement was carried out, and more than 87000 boxes of fish were seized. This case involves the entire chain of illegal "fishing, transportation, and sales" interests, and is the largest and most complex case involving illegal fishing vessels, personnel involved, and the largest number of prohibited fish caught in a single operation by the fishery and fishery administration department in recent years. Overall, law enforcement and regulatory actions have a deterrent effect on illegal activities. Liu Xinzhong introduced that during this year's marine summer fishing ban, a total of 9770 illegal and irregular cases were investigated and dealt with, including 1176 cases transferred to judicial processing, and 4139 people were held criminally responsible. These three numbers have all decreased year-on-year, and various illegal activities that disrupt the order of marine summer fishing ban have significantly decreased.
