Guangzhou legislates to prevent student bullying

Today, the "Regulations on Promoting the Mental Health of Primary and Secondary School Students in Guangzhou" that have been reviewed and approved by the Standing Committee of the Guangzhou Municipal People's Congress have been released to the public. The Regulation has made specific provisions for preventing student bullying or other crimes against underage students. The Regulation will come into effect on November 1st this year. The Regulation specifies that the municipal and district governments should establish and improve a coordination mechanism for preventing and controlling student bullying. Schools should establish and improve systems for preventing and controlling student bullying in accordance with regulations, set up student bullying reporting mailboxes, and publish reporting phone numbers and email addresses. If a school receives a report of student bullying, it should immediately conduct an investigation. If it believes that it may constitute student bullying, it should promptly submit it to the student bullying governance organization for recognition and disposal. Schools should immediately report to the public security organs and the competent departments of primary and secondary schools if they discover student bullying or other suspected crimes against underage students, and cooperate with relevant departments to handle them in accordance with the law. The Regulation emphasizes that schools should impose educational or disciplinary sanctions on students who commit or participate in student bullying or other crimes against underage students. At the same time, schools should require their parents or other guardians to strictly discipline and supervise their correction, and if necessary, the vice principal of the rule of law can conduct warning talks or admonishments. Those who commit serious misconduct, other criminal acts, or violations of social security management shall be dealt with by relevant departments in accordance with the law, including being sent to specialized schools for specialized education, being punished for public security management, or being held criminally responsible.
