Communication "not only commemorates the past, but also looks forward to the future" - Revitalizing the spirit of the Beijing Declaration has become a broad consensus of the United Nations Human Rights Council

On October 9, at the 57th session of the United Nations Human Rights Council, representatives of all countries gathered together. When the President of the Human Rights Council of the United Nations, Zenibel, asked, "Has anyone asked for a vote?" There was silence in the meeting room. Immediately after, he announced, "Resolution No. 2 has been adopted by consensus!" On the same day, the Human Rights Council officially passed a resolution commemorating the 30th anniversary of the adoption of the Beijing Declaration and Platform for Action, jointly submitted by China, Denmark, France, Kenya, and Mexico. This resolution has currently been co sponsored by 114 countries, making it the most co sponsored Human Rights Council resolution in recent years. This also indicates that despite the increasing politicization and polarization of the Human Rights Council, there is still a broad consensus among countries to revive the spirit of the Beijing Declaration. The resolution decided to hold a high-level thematic meeting at the high-level segment of the 58th session of the United Nations Human Rights Council, to be held in 2025, to commemorate the 30th anniversary of the Fourth World Conference on Women, and invited the President of the Human Rights Council to consider "the 30th anniversary of the Beijing Declaration and Platform for Action" as the theme of the annual high-level thematic meeting on human rights mainstreaming held during the 58th session of the Council. Chen Xu, the Permanent Representative of China to the United Nations Office at Geneva and other international organizations in Switzerland, introduced the draft resolution and stated that nearly 30 years ago, the Fourth World Conference on Women in Beijing adopted the Beijing Declaration and Platform for Action, which marked a milestone in the development of the world's women's cause. In the past 30 years, the social status of women has significantly improved, while the comprehensive implementation of the Beijing Declaration still faces challenges. This resolution aims to revive the spirit of the Beijing Declaration and reflects the common aspiration of all parties to accelerate the achievement of gender equality and cooperate to address challenges. Representatives from France, Finland, Gambia, Sudan, Dominican Republic, Chile, Argentina, Japan and other countries spoke at the time of the resolution's adoption, thanking China for taking the lead in proposing this important initiative and emphasizing the significant historical significance of the Beijing Declaration and Platform for Action. The French representative pointed out that the Beijing Declaration and Platform for Action adopted in 1995 innovatively clarified that gender equality is a key factor for peace and development, promoted the universal recognition of women's and girls' rights globally, and received support from 189 countries and regions, uniting the international community. The representative of Finland pointed out that the Beijing Declaration and Platform for Action provide important guidance for the global elimination of various obstacles to women's empowerment, demonstrating the firm determination of the international community to promote gender equality. Finland is willing to actively participate in the commemorative activities for the 30th anniversary of the adoption of the Beijing Declaration and Platform for Action. The representative of Chile pointed out that the Beijing Declaration and Platform for Action are regarded as cornerstone documents for promoting the rights of women and girls. Nearly 30 years have passed, and the Beijing Declaration and Platform for Action continue to guide the global fight against all forms of discrimination. The representative of The Gambia stated that the Beijing Declaration and Platform for Action confirmed the commitment of all countries to promote gender equality, and The Gambia is proud to have participated in the consensus adoption of this resolution. Mexico, the Philippines and other countries, as well as organizations such as UN Women and the Office of the High Commissioner for Human Rights, immediately congratulated and appreciated the Chinese diplomats present. Nicole Amelina, a French member of the United Nations Committee on the Elimination of Discrimination against Women, highly affirmed China's leading role in promoting global women's rights in an interview with Xinhua News Agency after the resolution was passed. The successful passage of this resolution not only commemorates the past, but also looks forward to the future. The Committee on the Elimination of Discrimination against Women fully agrees with the vision of this resolution, believing that it means taking a new step, driving new efforts, and inspiring new momentum at the global level.
