China calls on countries in the Great Lakes region to strengthen dialogue and reconciliation

Chinese Permanent Representative to the United Nations Fu Cong spoke at the Security Council's open meeting on the Great Lakes region on the 8th, calling on countries in the region to strengthen dialogue and reconciliation, and adhere to peaceful coexistence. Fu Cong said that for a period of time, countries in the Great Lakes region have actively sought peace, security, and development, injecting new impetus into revitalizing the "Peace, Security, and Cooperation Framework Document for the Democratic Republic of Congo and the Great Lakes Region". Meanwhile, the region still faces various challenges such as ongoing violent conflicts and prominent humanitarian issues. The international community should support regional countries to strengthen unity and cooperation, and build a common future. The countries in the Great Lakes region live side by side, with shared interests and destiny. Resolving differences through dialogue and consultation, achieving good neighborly friendship, is in line with the long-term and fundamental interests of all countries. I hope that Congo (Kinshasa) and Rwanda can maintain the momentum of dialogue, reach a peace agreement as soon as possible, and politically resolve the issue in the eastern part of Congo (Kinshasa). The Chinese side highly appreciates the efforts made by leaders of countries in Angola, South Sudan and other regions for regional peace, and appreciates the active diplomatic mediation of the United Nations Secretary General's Special Envoy for the Great Lakes Region, Xia Huang. China reiterates its support for the efforts of the Democratic Republic of Congo to safeguard its sovereignty, territorial integrity, and national security, and is willing to continue to play an active role in promoting regional peace and stability. Fu Cong said that the joint efforts of regional countries to combat armed groups, strengthen border and defense cooperation, and the active protection of civilians by the United Nations Stabilization Mission in the Democratic Republic of the Congo are worthy of recognition. China urges all armed groups in the region to cease fire and violence in accordance with the spirit of the ceasefire agreement, and maintain the momentum of easing the situation. All parties involved should fulfill their commitments under the frameworks of the Luanda and Nairobi processes and avoid providing support to any armed groups. With the support of the Great Lakes Office, the Liaison and Coordination Group for the Great Lakes Region established a working group for disarmament, demobilization and reintegration in August this year, and countries such as the Democratic Republic of Congo are actively promoting disarmament, demobilization and reintegration programs. The international community should provide financial and technical support to help more former combatants obtain livelihoods and return to normal life. Fu Cong stated that due to the ongoing conflict, the spread of monkeypox, and prominent food issues, the Democratic Republic of Congo and Sudan have gathered large groups of displaced people. The international community, especially developed countries, should fulfill their aid commitments, quickly make up for the humanitarian emergency funding gap, and help more refugees return home. Meanwhile, countries in the region have recently strengthened bilateral cooperation in areas such as economic trade, infrastructure, and connectivity, utilizing resources and demographic dividends to create new economic growth points. The international community should support regional countries in legally exploiting natural resources, continuously improving people's livelihoods, increasing technology transfer and application, enhancing the independent development capabilities of regional countries, and eliminating the breeding ground for conflicts. China has always been a staunch supporter and fellow traveler of Africa's modernization path. China is willing to work with the international community to contribute more to achieving lasting peace, development, and prosperity in the Great Lakes region. (New Society)
