The Decision of the Central Committee of the Communist Party of China on Further Comprehensively Deepening Reform and Promoting Chinese path to modernization has made a systematic deployment of "improving the system and mechanism for promoting high-quality economic development", which clearly proposes "deepening the reform of the comprehensive transportation system" and "developing general aviation and low altitude economy". The low altitude economy not only includes traditional general aviation formats, but also emerging aviation formats characterized by new technologies and models. The integrated development of related industries can form a comprehensive economic form with wide-ranging impacts. From the current trend and development status of low altitude economy, there are still some problems, and promoting high-quality development of low altitude economy requires continuous efforts. At present, China has introduced some development strategies and industrial plans related to the low altitude economy, but there is still no clear technical path and industry standards, and there is a lack of substantive content that can be implemented. This has led to inconsistent standards for aircraft design among aircraft manufacturers, and there is an urgent need to carry out relevant research in a down-to-earth manner, draw a technical blueprint, clarify the direction of industry development, scientifically and orderly focus, and promote joint support from all parties to efficiently allocate social and economic resources. In terms of policy research, civil aviation has relatively mature management ideas and concepts that are fully in line with international standards. Despite the emergence of new formats and models, some basic principles of industry management still apply. For example, by drawing on the core concepts of visual flight rules and instrument flight rules, we can vigorously promote the research and application of digital flight rules to solve the problem of a large number of unmanned aerial vehicles not applying basic flight rules, and may also solve the problem of integrated operation of aircraft with and without onboard pilots. Strengthen research on the current situation and future development trends of the industry, combine mature management concepts in this field, fully absorb new practical experience and innovative ideas, and formulate and iterate basic policies that are conducive to the healthy development of the industry. At the same time, we will strengthen industry exchanges, improve industry planning and rules, accelerate the cultivation of high-precision and cutting-edge professional talent teams, and provide a solid technical foundation for the development of the low altitude economy. In addition, we actively engage in foreign technological exchanges and cooperation, and continuously improve China's level in the manufacturing and operation of low altitude aircraft based on full digestion and absorption. From the historical development of civil aviation, reliable air traffic management is the key to safe and orderly flight, and safety and efficiency are the two cornerstones for high-quality development of low altitude economy. How to establish an efficient and flexible airspace management system that is suitable for the development of low altitude economy as soon as possible, and scientifically design the airspace structure, while ensuring the orderly opening of low altitude airspace and achieving safe and efficient supervision, will become an important issue faced by airspace authorities. Currently, relevant departments in China are working on reforming airspace management policies and have already established detailed airspace division policies. In December 2023, the "National Basic Classification Method for Airspace" was officially released, which for the first time clearly proposed China's G and W uncontrolled airspace. Innovatively, the airspace below 120 meters in true height within G airspace was designated as W airspace for micro, light, and small unmanned aerial vehicles to fly, providing a spatial resource foundation for the development of low altitude economy. The simultaneous implementation of the Interim Regulations on the Flight Management of Unmanned Aerial Vehicles and the Safety Management Rules for the Operation of Civil Unmanned Aerial Vehicles also provides policy basis for the operation of civil unmanned aerial vehicles. Faced with the urgent need for the development of low altitude economy, China should continue to deepen the reform of airspace management system, establish a new airspace management system that is coordinated between military and civil aviation, unified in technical standards, service-oriented, flexible and efficient, better coordinate national security and socio-economic development, and promote the development of low altitude economy as soon as possible. The transformation of technological achievements and the development of emerging industries cannot be separated from financial support and capital investment. At present, China's low altitude economy is in its infancy, and some basic technology research cannot receive strong financial support due to unclear market prospects. Therefore, a low altitude economic development industry fund should be established at the national level to support basic research related to low altitude economic development; On the other hand, it can serve as a parent fund to invest in other industry funds related to the development of low altitude economy, maximize the leverage of social capital, achieve a multiplier effect on the development of low altitude economy, fully diversify risks, and promote high-quality development of low altitude economy.
