On the Internet, these short videos labeled as "exaggerated style", "deformed aesthetics", etc., are jokingly called "slow foot culture" by netizens. The reporter noticed that many of the photographers and followers of these short videos are minors. Zhao Jingwu, an associate professor at the School of Law of Beihang University, pointed out that this type of "slow foot culture" may seem to be one of the different manifestations of social culture, but many of its contents belong to the phenomenon of vulgar culture that "attracts attention" and "attracts traffic", especially in cases such as underage marriage and childbirth, which even involve criminal issues. Love, pregnancy, childbirth... these taboos for minors in real life are easily broken in these short videos. Many of these behaviors not only ignore ethics and morality, but also touch the bottom line of the law. In a short video by a certain blogger, there are multiple related works such as "Welcome to the vlog of 06 girl's second child in confinement, two days countdown", "Welcome to 06 married girl taking care of two children at home, what can she do all day long", "Welcome to 06 second child mother's day at home, what can she do all day long"... From the video content, it can be seen that these bloggers were all married and had children when they were underage. A netizen expressed their incomprehension of "underage marriage and childbirth" in the comment section, claiming that such behavior is suspected of being illegal. However, the blogger retorted, "So what? At least I was born, it's better than being aborted." Liu Ming, a "post-05" blogger, is concerned about the negative impact of "slow foot culture" on minors. In his view, the Internet has a great impact on the formation of minors' values. "If the 'slow foot culture' continues to spread, minors will be destroyed by the Internet sooner or later.". Nowadays, short videos have deeply infiltrated the lives of minors, becoming an important tool for their learning, socializing, consumption, and entertainment due to their distorted value orientation. According to a survey by the China Youth Research Center, only 3.8% of surveyed middle school students have never used short videos, and obtaining information and enriching knowledge are the main purposes for middle school students to use short videos. But the negative phenomena of "minors addicted to short videos" and "vulgar short videos eroding the values of minors" that followed have attracted widespread attention from society. A parent left a message online saying that their 5-year-old son saw a short video exaggerating their childhood experiences and asked them, "Will I abandon me if I don't listen and have another obedient child?" The parent said that such short videos are too scary. According to the statistics of the Fifth National Survey Report on Internet Use of Minors, 11.9% of minors watch short videos for more than 2 hours on average every day in working days, 7.2% of minors watch short videos for more than 5 hours on average every day in holidays, and 77.5% of parents expressed concern about their children's addiction to short videos. Professor Wang Zhenhui from China University of Political Science and Law bluntly stated that inappropriate short videos such as "Baoma" of minors, with their erroneous ethical concepts behind them, can invade the inner thoughts of minors, easily affect their value orientation, and lead to the alienation and distortion of their moral and ethical concepts. The newly revised Law on the Protection of Minors has added a special chapter on "Network Protection", which provides targeted provisions for the cyberspace administration department, other relevant departments, network product and service providers, and other entities. The Regulations on the Protection of Minors' Networks, which will come into effect on January 1, 2024, provide regulations on promoting network literacy, regulating network information content, protecting personal information networks, and preventing internet addiction. Experts believe that in the governance of vulgar short videos, platforms should bear corresponding main responsibilities. Zhao Jingwu pointed out that the vast majority of "slow foot culture" contradicts the "upward and good network culture", and platforms should take necessary measures to effectively govern these online information contents.
