On the 7th, Fu Cong, the Permanent Representative of China to the United Nations, stated that China has always been a firm advocate of multilateralism and a staunch defender of the role of the United Nations. China is willing to work with all parties to support the United Nations to be more proactive, translate the political commitments of the Future Compact into concrete actions, and jointly build a community with a shared future for mankind. Fu Cong said in his speech at the thematic debate of the plenary session of the General Assembly on "Implementing the outcomes of major United Nations conferences, strengthening and reforming the United Nations system" that people of all countries call for a more equal, secure, prosperous and sustainable world and expect the United Nations to play a key role in this regard. The recently held United Nations Future Summit adopted the 'Future Compact', sending a clear political signal to strengthen solidarity and cooperation, improve global governance, and clarify the direction of efforts to address global challenges. Fu Cong said that accelerating the implementation of the 2030 Agenda for Sustainable Development is the original intention and mission of future summits. The Future Compact places the development agenda at the center and reaffirms the principle of "common but differentiated responsibilities" throughout all areas of development. China calls on developed countries to take the implementation of the 'Future Compact' as an opportunity, effectively shoulder historical responsibilities such as development assistance and climate financing, take practical actions and real money to truly help developing countries solve their practical difficulties. The Future Compact clarifies the direction of international financial architecture reform. Member states should continue to work hard, consolidate consensus and synergy, and enhance the role of the United Nations in global economic governance. To promote substantive steps in the reform of multilateral financial institutions such as the International Monetary Fund and the World Bank, comprehensively enhance the representation, voice, and decision-making power of the global South, and provide more sufficient, timely, effective, and sustainable financing support for developing countries. We must uphold and maintain the leading role of the United Nations in the field of international governance of artificial intelligence, and promote the establishment of universally recognized international rules and standards, as well as governance mechanisms for equal participation and benefits of all countries, based on the principles of comprehensive balance, fairness, and inclusiveness. We must bridge the digital divide between the North and the South and serve the common well-being of all mankind. Fu Cong stated that the 'Future Compact' proposes many measures to maintain international peace and cooperation. Currently, it is urgent to maintain peace in the Middle East. China calls for effective respect for the sovereignty, security, and territorial integrity of all countries, opposes all actions that violate the basic norms of international relations, and condemns all violent attacks against civilians. To avoid escalating or even losing control of the situation, all parties must exercise restraint and avoid making provocative remarks and actions. A comprehensive ceasefire is urgent, and the 'two-state solution' is the fundamental way out. The Ukrainian crisis is still difficult to end, and all parties should prioritize peace and the people, truly commit to promoting peace and talks, and push for a political solution to the crisis. During this session of the United Nations General Assembly, China, Brazil and other countries in the "Global South" jointly established the "Friends of Peace" group, with the aim of upholding the purposes and principles of the United Nations Charter, gathering consensus for political crisis resolution, and contributing to the realization of a peaceful future. Fu Cong emphasized that it is necessary to carry out reasonable reforms of the Security Council, and the key is to ensure the correct direction, truly enhance the representation and voice of developing countries, including African countries, and allow more small and medium-sized countries with independent foreign policies to participate in the decision-making of the Security Council. The Security Council must not become a club of wealthy and powerful countries, nor a battleground for geopolitical confrontation and group politics. We must maintain the position of the United Nations General Assembly as the main channel for intergovernmental negotiations on security reform, promote relevant discussions based on the principle of consensus, and ensure that the security reform process involves and benefits all countries. The follow-up implementation of the Future Compact requires the joint participation of all parties and the strengthening of unity and cooperation under the banner of the United Nations. The more complex the situation and the more prominent the challenges, the more we need to uphold the authority of the United Nations and play its core role. (New Society)
