To deepen the reform of the management system in development zones, it is necessary to focus on the following seven aspects. One is to improve the management system of the development zone. Establish and improve the mechanism for sharing benefits of industrial transfer in development zones, support cooperation and joint construction of development zones between regions, and establish "district parks" to achieve mutual benefit and win-win results. The fourth is to improve the functional positioning of the development zone. Determine the leading industries in the development zone according to local conditions, focus on building a high-quality development platform for the manufacturing industry, and avoid homogeneous competition. Increase investment in innovative infrastructure, improve the efficiency of industry university research collaboration, cultivate and strengthen advantageous industrial clusters, promote the deep integration of digital economy and real economy, and accelerate the development of new quality productivity. Comprehensively carry out evaluation, certification, and audit of clean production, vigorously promote clean production, support the creation of ecological industrial parks in development zones, and establish a long-term mechanism for green development. The fifth is to standardize the investment attraction behavior of development zones. Encourage development zones to improve the standardization and specialization of investment promotion work, and innovate investment promotion methods. To implement the requirements of building a unified national market and fair competition, it is strictly prohibited to provide policy incentives in violation of laws and regulations during investment promotion, and to effectively prevent vicious competition and corruption risks. Sixth, promote the intensive and economical use of land in development zones. According to the national spatial planning, strict land use management is implemented, the evaluation and assessment index system for land intensification and conservation in development zones is improved, and the mechanism of linking land use to increase storage in development zones is established to encourage the revitalization of existing construction land. Standardize and orderly implement the rational conversion of different types of industrial land use, strengthen comprehensive land management, and promote the transformation of the supply mode of industrial land from mainly leasing to both leasing and leasing. Seventh, optimize the management of personnel, property, and finances in the development zone. Promote institutional reform, explore the implementation of co location of the Party Working Committee and Management Committee of the Development Zone, reduce the management hierarchy of the Development Zone, and support talent mobility between the Development Zone and administrative institutions. Improve the registration and standardized management system of public assets and liabilities in the development zone, innovate investment and financing mechanisms, support the revitalization of existing assets in the development zone, and orderly resolve risks such as debt.
