Recently, the Hubei Provincial Administration for Market Regulation issued the "Notice on Strengthening the Supervision of Food Safety in Online Catering" (hereinafter referred to as the "Notice"), comprehensively strengthening the supervision of food safety in online catering, especially "dine in" takeaway food, and taking multiple effective measures to create a safe and trustworthy online catering consumption environment. The Notice specifies that the administrative approval department will push the information of online catering licenses to the "E-Food Safety" smart supervision platform. Market supervision departments in various regions should timely carry out post certification supervision and regular supervision. For key areas such as commercial districts, campus areas, urban-rural junctions, internet famous restaurants, and network catering operators with large order volumes, concentrated food safety complaints, and many negative reviews on the platform, "double random" inspections, secret inspections, and centralized rectification should be carried out irregularly. For problems such as inadequate supervision and superficial work, the "Three Books and One Letter" should be used in a timely manner to urge rectification. Urge the takeaway platform to strengthen the qualification review and comparison of online catering operators, establish and improve the files of online catering operators such as "no room food" takeaway and report to the local market supervision department, promote food safety assurance measures such as "Internet+bright kitchen", "food safety seal" and "contactless distribution", and strengthen food safety knowledge training for online catering operators and online distributors. Guide food delivery platforms and relevant associations to carry out the construction and evaluation of "reliable food delivery" model stores, and play a demonstrative and driving role. The Notice points out that it is necessary to strengthen social supervision of food safety in online catering. Measures such as promoting the "Trusted Catering Social Supervision Code", hiring delivery drivers as "food safety supervisors", and publishing "red and black lists" should be taken to publicize relevant information, mobilize social forces to participate and supervise, assist market supervision departments in collecting clues on illegal issues of online catering operators, and effectively protect the legitimate rights and interests of consumers.
