At the intersection of the Yellow Sea and Bohai Sea, blue waves surround a small island called Long Island. There are a group of lovely people on the island, who come from all over the world and burn their youthful passion here, escorting the construction of the island - these are the coast guards of the Yantai Coast Guard Chief Island Workstation. The Long Island Workstation was officially established in 2019. As the only island workstation of the Shandong Coast Guard, it governs a sea area of 3541 square kilometers and a coastline of 187.8 kilometers. It is mainly responsible for maritime security management, marine ecological protection, investigation of maritime criminal activities, and investigation of illegal acts of smuggling at sea. It is affectionately known as the "lighthouse at sea" by fishermen. Walking into the Long Island Workstation, at the entrance is the eye-catching "Convenience Service Corner", which is open 24 hours a day and provides services such as route information, legal consultation, and lost and found items. Unlike the emergency hotline, the convenience service corner mostly deals with trivial matters. "Law enforcement is a conscientious task, and whether you stand on the side of the masses or not, the people can feel it," law enforcement officer Yin Wentao told reporters. "Every matter of seeking help from the coast guard is not a small matter for the people." The concept of "law enforcement for the people" is not only reflected in the convenience service corner, but also in all aspects of law enforcement officers' work. Long Island residents have been living and eating by the sea for generations, and maintaining the order of fishing production is the "lifeblood" of guarding the masses. In May 2023, nearby residents reported that ships were illegally fishing for mackerel at sea. The coast guard immediately organized law enforcement boats to go out and seized a large number of fishing nets and two fishing speedboats on the spot. They worked tirelessly day and night to dig for clues and caught a large-scale illegal fishing gang. For many years, due to unclear ownership division, the Huangcheng Waterway Aquaculture Zone within the jurisdiction has experienced multiple disputes over land ownership. The work station, relying on the "Sea Port Shore Township" three-level maritime dispute joint mediation center, actively connected with the South and North Huangcheng Township and Long Island Natural Resources Bureau, and had multiple face-to-face communication and back-to-back mediation with the public, successfully resolving the long-standing historical grievances of fishermen on the two islands for more than 10 years... There are countless such cases. Over the past five years, the coast guards at the Long Island Workstation have joined forces with the public to solve more than 30 cases, resolve over 260 conflicts, and solve more than 50 difficult and complex problems. They have achieved the goal of "not getting off the ship for small things, not leaving the port for big things, not submitting conflicts, and resolving them on site", integrating reliance on and serving the public into the entire law enforcement process. They have successfully explored the "Long Island Model of Maple Bridge on the Sea" and created a "Long Island Model" of maple bridge experience in the new era. Long Island waters have strong winds and waves, and unexpected situations occur frequently. At around 19:00 on August 29th this year, a cargo ship suddenly caught fire in the engine room of the sea area south of Dazhu Mountain in Changshan Waterway, trapping 19 people in critical condition. The workstation quickly activated the emergency rescue plan and urgently dispatched law enforcement boats to rush to the incident area. During the voyage, Captain Zhou Yang guided the key crew members to seal the cabin and extinguish the fire effectively, ensuring that there were no flammable or explosive materials. After arriving at the incident area, it only took 5 minutes to safely transfer all the crew members. Wang Yue, a political instructor at the Long Island Workstation, said, "Rescue missions like this are sometimes urgent and sometimes relatively ordinary, but no matter what the situation is, our feelings of thinking about the people and being anxious about the people are the same. We feel that the value of the coast guard is that as long as we can truly and practically do something for the people in times of emergency and in normal times, and make them think of us as coast guards when they need it, I think our existence is meaningful, and all the hard work and effort are worth it." When recalling the incident of the cargo ship catching fire, Zou Qichang, a crew member of Guoxian No. 1, mixed emotions: "At that time, everyone was nervous and speechless. I've seen this kind of thing before, and I don't know what to do next. After the fire broke out, we were all very desperate. When we saw the coast guard coming, our eyes were filled with gratitude and we kept saying thank you to them Since its establishment, Changdao Workstation has demonstrated, co governed, co managed, and mobilized the masses, developed through inheritance and innovated through development, explored the "1+2+3" work mode of one person responsible for one village, two people responsible for one island, and three people responsible for one sea area, and led the creation of various conflict coordination and resolution mechanisms such as the "Four Seas, One Family" three-dimensional comprehensive control of maritime police, maritime affairs, maritime supervision and fishery administration, and coastal police.
