Smart cars need to ensure geographic information security on the road
2024-09-20
Currently, China's intelligent connected vehicle industry continues to develop, and the application scenarios of "vehicle road cloud integration" are accelerating their implementation. In the process of driving a "smart" car onto the "smart" road, surveying and mapping geographic information is indispensable. In order to maintain the security of surveying and mapping geographic information and promote the development of intelligent connected vehicles, the Ministry of Natural Resources recently issued the "Notice on Strengthening the Management of Surveying and Mapping Geographic Information Security for Intelligent Connected Vehicles" (hereinafter referred to as the "Notice"). The Notice proposes to carry out surveying and mapping activities related to intelligent connected vehicles in accordance with the law, strengthen the management of surveying and mapping behaviors related to intelligent connected vehicles, strictly manage confidential and sensitive geographic information data, rigorously review and control navigation electronic maps, implement geographic information data storage and export requirements, and strengthen geographic information security supervision. Geographic information data and its security management are important foundations for the development of the intelligent connected vehicle industry In the view of Miao Lusheng, Deputy General Manager of Gaode Automotive Business Center, managing geographic information data safely and compliantly is beneficial for the development and utilization of data resources, and helps promote product research and service innovation in autonomous driving technology, thereby promoting the development of related industries. Data security risks cannot be ignored. In the rapid development of the intelligent connected vehicle industry, surveying and mapping geographic information plays an important supporting role. Zhai Liang, Director of the Institute of Geographic Information Systems and Cartography at the Chinese Academy of Surveying and Mapping Sciences, proposed that on the one hand, surveying and mapping geographic information plays a "compass" role - providing lane level location services and path navigation; On the other hand, surveying and mapping geographic information provides a "pair of discerning eyes" - real-time environmental perception at close range. In addition, the real-time acquisition and updating of road, scene, and other information by intelligent connected vehicles can also provide important data sources for basic surveying and mapping work. In the future, it will achieve bidirectional empowerment of intelligent driving and basic surveying and mapping work. As intelligent connected vehicles interact more frequently with the outside world and transmit more diverse data, they have become important terminals for data production and transmission in the information society. He Shanshan, Executive Director of the Beijing International Digital Economy Governance Research Institute, believes that currently, there is still a lack of effective data confidentiality measures and security supervision methods for the transmission, updating, and application of geographic information data collected at the vehicle and roadside ends, including map data encryption, secure transmission, and security supervision at various ends such as the vehicle, road, and map cloud. There may be risks of data tampering and leakage. Miao Lusheng introduced that in the operation, service, and testing process of intelligent connected vehicles, the satellite navigation positioning receiving module, inertial measurement unit, camera, laser radar and other sensors installed on the vehicle will collect, store, transmit and process a large amount of geographic information data, such as spatial coordinates, real images, point clouds and their attribute information of the vehicle and surrounding road facilities. These data are closely related to national security and the security of citizens' personal information. Especially for cars with assisted driving or autonomous driving capabilities, achieving their functions requires collecting a large amount of road, location, and other geographic information data, which may involve some sensitive data. Once these data are illegally obtained and utilized, they will directly threaten national security, public safety, and personal rights Miao Lusheng believes that this is why it is necessary to take comprehensive security measures for the collection, storage, transmission, and processing of geographic information data, and ensure that the data flows under the control of qualified entities. At present, China has a relatively complete set of laws, regulations, policies, and standard documents for the management of surveying and mapping results, which specify the requirements for obtaining qualifications for data processing, data collection, use, and foreign-related provision of surveying and mapping results. In 2022, the Ministry of Natural Resources issued a notice on promoting the development of intelligent connected vehicles and maintaining the security of surveying and mapping geographic information, clarifying the application and implementation of relevant laws, regulations, and policies on surveying and mapping geographic information data collection and management. On the basis of adhering to the basic principles of the "Notice on Promoting the Development of Intelligent Connected Vehicles and Maintaining the Security of Surveying and Mapping Geographic Information," the "Notice" released this time has further refined and extended a series of issues related to the geographic information security of intelligent connected vehicles Miao Lusheng believes that the "Notice" places more emphasis on the security management of geographic information data and proposes clearer management measures in terms of qualification requirements, map review, confidential management, storage and export requirements, and regulatory support. According to He Shanshan's analysis, in terms of surveying and mapping activities, the "Notice" continues to use the wording of the "Notice on Promoting the Development of Intelligent Connected Vehicles and Maintaining the Security of Surveying and Mapping Geographic Information". From the perspective of data types, it further clarifies and clarifies that real-world images, including environmental perception data such as videos and images, as well as road topology data, also belong to geographic information in surveying and mapping activities. The Notice further specifies the requirement to implement full process management of geographic information. The geographic information collected by intelligent connected vehicles should be directly transmitted to the qualified party, and other units and individuals are not allowed to access it. He Shanshan emphasized that therefore, when cooperating with image suppliers, car companies should attach importance to the deployment of data collection links and confidentiality measures to ensure that car company personnel cannot access raw data. The Notice also explicitly stated for the first time the requirement for localized storage of geographic information data. The rapid development of intelligent connected vehicles with rules and regulations for utilizing geographic information has made data an important factor driving the development of the automotive industry, and also the foundation for enterprises to carry out technological innovation. This notice requires various regions and departments to strengthen the supervision of geographic information security by improving prevention and control systems, developing confidential technologies, establishing management systems and risk monitoring mechanisms, and other means. At the same time, it also proposes to encourage the exploration of geographic information security applications such as crowd sourced collection and real-time updates. This further clarifies the encouraging attitude of relevant departments towards crowd sourced collection methods, and supports relevant enterprises to explore compliant technical solutions under the guidance of the Notice. Miao Lusheng believes that the compliant use of geographic information data is the key to enhancing a company's competitiveness. The accelerated integration of geographic information data and intelligent connected vehicle industry will promote the rapid development of autonomous driving map applications and unleash the potential of geographic information data. Data security is the bottom line rule that ensures the overall development of the industry, and the industry must discuss development while adhering to the security bottom line. The Notice provides very clear responsible parties and standardized practices based on the application scenarios of the development of the automotive industry, allowing enterprises to have rules to follow for their development. There are currently many professional navigation electronic map production companies in China with rich experience in secure processing of geographic information data Miao Lusheng said that under the guidance of the "Notice", the industry is closely monitoring issues such as updates to crowdsourcing maps, the use and processing of perception data for intelligent vehicles, video data applications for large models, and other related pilot applications of "vehicle road cloud integration", which can quickly find practical solutions. He Shanshan introduced that in order to promote the development of new formats and applications of geographic information, relevant departments have successively introduced pilot policies since 2021. In January of this year, the Ministry of Industry and Information Technology and five other ministries jointly issued a notice on the pilot work of "vehicle road cloud integration" application for intelligent connected vehicles, encouraging the development of Beidou high-precision position navigation services, as well as pilot applications such as high-precision map application, crowd source collection and update, and high-precision position navigation application. At present, 17 national level testing demonstration zones, 7 national level vehicle networking pilot zones, and 16 "dual intelligence" pilot cities have been established nationwide. Car companies and relevant departments should actively participate in the pilot work. At the same time, car companies, image suppliers, solution providers, research institutions, and related units also need to cooperate and collaborate to promote industrial development He Shanshan said.
