More than 3000 years ago, the ancestors of the Shang Dynasty created a brilliant Yin Shang culture in Anyang, Henan, and left abundant cultural relics resources to future generations. Nowadays, the Yin Ruins Site Protection Area is guarding this treasure trove of human civilization through a dense network of protection. The Yin Ruins Site Protection Area covers an area of 29.47 square kilometers and is divided into key protection areas, general protection areas, and construction control zones. It covers three districts, 11 townships (streets), and 66 villages (communities) in Anyang City, with a permanent population of over 130000. Every inch of land here may hide stories from the Shang Dynasty Hao Yu, the third level grid chief of Tiexi Road Sub district Office in Yindu District, said in an interview with reporters. Due to the large scope of the Yin Ruins site protection area and the complex natural and cultural environment, the awareness of cultural relic protection has been weak in history. Hao Yu introduced that the Yin Ruins Site Protection Area has established a four level civil air defense protection network that goes deep into the countryside. Through the responsibility system of "first level grid for overall, second level grid for fine, third level grid for solid, and fourth level grid for specific", the 66 villages in the area have been divided into 178 fourth level grids. At present, there are more than 360 patrolmen in the Yin Ruins Reserve. The Yin Xu in Anyang World Cultural Heritage Protection and Management Committee has equipped each grid member and patrolman with a special mobile phone for "guarding Yin Ruins". If any abnormality is found in the daily inspection, you can take photos and upload information through the special mobile phone, and the platform staff will immediately feed back to the cultural relics department. Grid based hierarchical management not only clarifies responsibilities, but also achieves pre prevention and control of cultural relics safety Hao Yu stated that since the establishment of the Yin Ruins cultural relics protection grid system, patrol officers have conducted daily inspections and promptly uploaded 258 issues to the platform. In addition to grid management, the Yin Ruins Site Protection Area also fully utilizes modern technology to enhance the level of cultural relic protection, achieving a "panoramic view of the entire Yin Ruins". These high-tech devices not only have super depth of field capabilities, but can also capture any subtle movements in the dark. The Yinxu Site Protection Area is actively exploring the "administrative+judicial" linkage protection mode, providing comprehensive and multi-level protection for the Yinxu Site through measures such as building a multi department joint inspection mechanism, judicial protection linkage mechanism, and public interest litigation cooperation mechanism. In 2021, Henan Province revised the Regulations on the Protection of Yin Ruins in Yin Xu in Anyang, Henan Province, to improve the legal protection of Yin Ruins. The "Pre Implementation Plan for Archaeological Investigation, Exploration and Excavation Work within Anyang City" issued by Anyang City aims to curb the damage to cultural relics caused by engineering construction from the source. Nowadays, the consensus among local residents is that 'land excavation must be rewarded' Mao Xuewen, deputy director of the Yin Xu in Anyang World Cultural Heritage Protection and Management Committee, told reporters that whenever there was a need to excavate land and repair pipe networks, they would take the initiative to report to the relevant departments and grid workers, and only after confirming that the construction would not cause damage to the site could the construction be carried out. In July 2023, the Yin Ruins protection case, "Improving the Cultural Relics Safety Protection System to Protect the World Cultural Heritage", was selected by the National Cutural Heritage Administration as a shortlist for high-quality development of national cultural relics.
