The procuratorial organs in Zhejiang and Sichuan rely on the civil support prosecution cross regional cooperation mechanism to effectively help parties solve difficulties in demanding salaries, work-related injury determination, and other aspects. Recently, the Supreme People's Procuratorate issued a typical case of civil support prosecution by the procuratorial organs, and the case was selected among them. In recent years, the number of civil support prosecution cases handled by procuratorial organs has shown a continuous growth trend. In the first half of 2024 alone, procuratorial organs across the country have handled 49000 support prosecution cases, including 23000 support prosecution cases for migrant workers. The rule of law serves the people, and we must use the power of the rule of law to support disadvantaged and special groups. In reality, for some specific groups, their ability to use legal weapons to defend their legitimate rights and interests is often limited due to economic difficulties, lack of legal knowledge, etc., and their related legal needs are often very urgent. In order to effectively ensure that the parties to the case enjoy and exercise their litigation rights in accordance with the law, the Supreme People's Procuratorate, together with the Supreme People's Court, has formulated normative documents supporting the prosecution, closely adhering to the positioning of "support" and the principle of "necessity". For specific groups with limited litigation ability such as migrant workers, disabled persons, and the elderly, the Supreme People's Procuratorate will support the prosecution in accordance with the law and effectively safeguard their legitimate rights and interests. In 2023, legal aid institutions across the country will seek compensation of 6.8 billion yuan for 540000 migrant workers and organize the handling of 180000 legal aid cases for minors. In recent years, relevant systems have been continuously improved and work has been strengthened, providing strong support for safeguarding the legitimate rights and interests of disadvantaged groups and special populations. Ensuring that disadvantaged groups and special populations have access to necessary judicial remedies and legal services is an essential aspect of promoting social fairness and justice. From safeguarding the rights and interests of workers, especially those in flexible employment, migrant workers, and new forms of employment, to addressing issues that infringe upon the legitimate rights and interests of groups such as women, children, people with disabilities, and the elderly, only when the needs of the rule of law are fully met can the people truly feel that fairness and justice are around them. For judicial organs, the law should not be cold and indifferent, and judicial work should also do mass work. We should implement the rule of law for the people in each specific case, considering both legal and social effects, and strive to make the people feel fairness and justice in every judicial case. To better safeguard the legitimate rights and interests of disadvantaged groups and special populations, better provision of the rule of law is also needed. For example, making high-quality public legal services accessible and accessible to everyone is necessary to meet the growing demand of the people for the rule of law and other aspects. At present, China has basically established a public legal service system that covers urban and rural areas, is convenient, efficient, and equally accessible. However, public legal service resources are also facing problems such as imbalance. This requires the continuous improvement of the balance and accessibility of public legal services through measures such as establishing a sound mechanism for the legal service resources to flow across regions in accordance with the law. Nowadays, from opening up "green channels" and smoothing channels for safeguarding rights, to increasing judicial assistance and providing timely assistance to the people, various regions have placed more emphasis on improving the quality of the "supply" of the rule of law, so that more people in need can receive the help they deserve. The foundation of the rule of law lies in the people. The authority of the law originates from the sincere faith of the people, allowing them to truly feel the fairness and warmth of the rule of law, and using tangible achievements of the rule of law to safeguard the people's livelihood and work. What is firm is people's confidence in the rule of law, and what is strengthened is the belief of the whole society in the rule of law. At the same time, strengthening the protection of the legitimate rights and interests of disadvantaged groups and special groups is also a common responsibility of the whole society, which requires the joint participation of the whole society.
