Expanding the opening up of the medical field and actively responding to diversified medical needs
2024-09-19
With the greater opening up of the medical field, the pace of solving development difficulties through openness, pooling the power of cooperation through openness, gathering innovation through openness, and seeking shared benefits through openness is moving deeper to ensure the health of the people. The Decision of the Central Committee of the Communist Party of China on Further Comprehensively Deepening Reform and Promoting Chinese path to modernization proposed to promote the orderly expansion of opening up of telecommunications, the Internet, education, culture, medical care and other fields; Improve the convenience system for overseas personnel's entry, residence, medical care, payment and other aspects of life. These requirements of the Decision are being implemented step by step. Recently, the Ministry of Commerce, the National Health Commission, and the National Medical Products Administration jointly issued a notice on carrying out pilot work to expand opening up in the medical field, proposing to carry out pilot work to expand opening up in the medical field. According to the deployment of the three departments, China will allow foreign-invested enterprises to engage in the development and application of human stem cell, gene diagnosis and treatment technologies in the China (Beijing) Pilot Free Trade Zone, China (Shanghai) Pilot Free Trade Zone, China (Guangdong) Pilot Free Trade Zone, and Hainan Free Trade Port for product registration, listing, and production; Allow the establishment of wholly foreign-owned hospitals in Beijing, Tianjin, Shanghai, Nanjing, Suzhou, Fuzhou, Guangzhou, Shenzhen, and the entire island of Hainan (excluding traditional Chinese medicine, excluding mergers and acquisitions of public hospitals). With the growth of national strength and the increasingly high-quality and accessible medical and health services, the multi-level and diversified medical needs of the people continue to receive positive responses. Improving the high-level opening-up system and mechanism has brought more "options" for the public to seek medical treatment. Opening up is a distinctive symbol of Chinese path to modernization. Since the new era, China has implemented a more proactive opening-up strategy, built a new system of higher-level open economy, and formed a new pattern of opening up to the outside world on a larger scale, in a wider range of fields, and at a deeper level. In this process, with the aim of improving people's health and well-being as the starting point and foothold, the high-quality development of China's healthcare industry adheres to both government led, public welfare led, and public hospital led approaches, as well as inclusive and open policies, gradually deepening the degree of openness in the medical field to the outside world. As early as 2014, the National Health and Family Planning Commission and the Ministry of Commerce jointly issued a notice on the pilot work of establishing wholly foreign-owned hospitals, proposing to pilot related work in Beijing, Tianjin, Shanghai, Jiangsu, Fujian, Guangdong, and Hainan; In November 2018, the National Health Commission and the People's Government of Hainan Province signed the "Cooperation Agreement on Supporting the Reform and Development of Health Care in Hainan Province and Promoting the Construction of Free Trade Zones (Ports)", supporting the comprehensive improvement of medical technology in the Boao Lecheng International Medical Tourism Pilot Zone, encouraging Hainan to take the initiative, boldly explore, innovate and promote tourism consumption, and promote the internationalization of medical tourism consumption; In November 2023, the State Council agreed in principle to the "Work Plan for Supporting Beijing to Deepen the Construction of a Comprehensive Demonstration Zone for the Expansion and Opening up of the National Service Industry", which involves "supporting qualified foreign, Hong Kong, Macao, and Taiwan doctors to open clinics in Beijing" and other contents. The opening up of the medical field has opened the eyes of countrymen people. At the same time, China continues to deepen the reform of public hospitals guided by public welfare, and the institutional system for maintaining people's health has become more mature and perfect. The new round of healthcare reform has continuously delivered achievements in solving the "global problem", such as steadily increasing average life expectancy, decreasing proportion of personal health expenses, expanding high-quality medical resources, and ensuring more secure medical treatment and medication for residents. Relevant experiences have been shared multiple times at the World Health Assembly. China also pays attention to drawing on the good practices and experiences of various countries in the field of health, and achieves the landing of advanced medical achievements domestically through academic exchanges, project cooperation, and the introduction of pharmaceutical and medical equipment products. While the healthy foundation of Chinese path to modernization is being built more and more firmly, the three departments jointly proposed to expand the pilot opening up, so that more places and wider areas will participate in the opening up, and the impact will be more far-reaching. Many people have discussed and imagined these deployments on the Internet. Some of them look forward to more convenient access to the latest foreign developed medical products in the future, some worry that foreign-funded hospitals will "suck" the outstanding talents of public hospitals, and some think that it is not good to be foreign. Similarly, some people who study or work abroad have reviewed their experiences of not being able to adapt to foreign medical models and returning to China specifically for medical treatment, and believe that it is not necessarily the case that "the moon is rounder abroad". In the face of social attention, a spokesperson for the Ministry of Commerce stated that the pilot opening up of the medical field is not only an important practice for China to actively expand independent opening up, but also a practical action for China to provide new development opportunities for enterprises in various countries through opening up. The Ministry of Commerce will closely cooperate with relevant departments such as health and drug supervision, support and guide eligible foreign-funded enterprises to actively participate in the pilot program in accordance with the law, and guide pilot areas to strengthen service guarantees, ensure the effectiveness of the pilot program, and make the results of opening up better and faster benefit the people. What is certain is that Chinese path to modernization is constantly promoted in the reform and opening up, and will certainly open up broad prospects in the reform and opening up. Faced with the complex international and domestic situation, the new round of technological revolution and industrial transformation, and the new expectations of the people, we must continue to push the reform forward. Foreign investment entering the medical field will enrich domestic medical resources and serve as a powerful supplement to social healthcare, which is conducive to further meeting the multi-level and diversified medical needs of the people; Bring comparable medical technology and management experience, leverage the "catfish effect", and enhance the high-quality development drive of public medical institutions and the original innovation capability of pharmaceutical enterprises through appropriate competition; Drive the development of commercial health insurance, better achieve complementary connection with basic medical insurance, and promote the improvement of a multi-level medical security system. Since the reform and opening up, China's long-term accumulation of solid material foundation, the establishment of a complete industrial system, and the reserve of rich medical resources have provided strong material and system support for the maintenance of people's health, and also made countrymen more rational about the pilot work. General Secretary Xi Jinping pointed out that openness is an important driving force for the progress of human civilization and a necessary path for the prosperity and development of the world. With the greater opening up of the medical field, the pace of solving development difficulties through openness, pooling the power of cooperation through openness, gathering innovation through openness, and seeking shared benefits through openness is moving deeper to ensure the health of the people.
