2024-09-19
On the afternoon of September 16th, during the 68th General Conference of the International Atomic Energy Agency held in Vienna, the Chinese National Atomic Energy Agency held a side event on the theme of "Open Cooperation and Shared Development" for the opening and sharing of nuclear research facilities. Liu Jing, Deputy Director of the National Atomic Energy Agency, Qiu Dakov, Deputy Director General of the International Atomic Energy Agency, Ambassador Li Song, Permanent Representative of China to the International Atomic Energy Agency, and Yu Jianfeng, Chairman of China National Nuclear Corporation, attended the side event and delivered speeches. In his speech, Liu Jing stated that on the occasion of China's 40th anniversary of joining the International Atomic Energy Agency, China has decided to open up 12 nuclear research facilities and experimental platforms, including the China Advanced Research Reactor, to countries around the world and the global South. These facilities and platforms cover various fields such as nuclear basic research, material and component irradiation testing, isotope production and preparation, reactor thermal hydraulics, nuclear environment simulation and equipment testing, radioactive waste treatment and disposal, and nuclear fusion experimental research. It is reported that China has established 8 International Atomic Energy Agency (IAEA) collaboration centers and has established good nuclear technology research and development cooperation mechanisms with France, Russia, the European Union, and other countries. It has also cooperated with developing countries such as Thailand, Indonesia, Pakistan, Algeria, Ghana, and Nigeria to build a series of nuclear research facilities and joint laboratories locally. China is willing to jointly build an open, fair, just, and non discriminatory international environment for scientific and technological development with all parties, share advantageous technology resource platforms such as nuclear technology research and development, testing, and engineering verification, strengthen practical cooperation in joint research and development, scientific and technological exchanges, and talent cultivation, and work together to promote more inclusive and open nuclear energy development and cooperation, so that nuclear technology can play a greater role and make greater contributions to the common prosperity of the world and the common well-being of humanity. A detailed list of the 12 open and shared nuclear research facilities and experimental platforms mentioned above was also released on site, mainly including: China Advanced Research Reactor, one of the world's major neutron sources; A miniature neutron source reactor that can be widely used for neutron activation analysis, nuclear instrumentation testing, radioactive isotope preparation, and reactor related teaching and training; 49-2 pool reactor capable of conducting material and fuel irradiation tests and low-temperature heating research; A pool type experimental reactor that can be used for scientific research and production activities such as low injection rate material irradiation testing, monocrystalline silicon irradiation doping, isotope irradiation production, and nuclear power operator training; One of the largest, most comprehensive, and widely participated underground laboratories in the world, the China Beishan High level Radioactive Waste Geological Disposal Laboratory; The largest and highest parameter advanced tokamak device independently designed and built by China, the new generation "artificial sun" China Circulation III; A research platform for simulating the migration behavior of radioactive nuclides in the corresponding environment, providing technical support for the environmental impact assessment of nuclear facilities through atmospheric, water, and radioecological simulations; The Beijing Radiation Beam Facility (BRIF), the only operational online isotope separation type radioactive nuclear beam device in Asia, mainly composed of a 100MeV high current proton cyclotron, an online isotope separator, an HI-13 tandem accelerator, and a superconducting linear accelerator; A thermal hydraulic and safety shared testing platform, including multiple experimental devices such as high-temperature and high-pressure thermal hydraulic testing equipment, passive safety system testing platform, and serious accident series testing platform; Equipment and facilities for nuclear grade equipment identification and research related to reliability testing can be carried out; We have the world's largest prestressed reinforced concrete safety shell model safety shell structural performance experimental platform and a safety shell thermal hydraulic comprehensive experimental device that can be directly used to study the thermal hydraulic behavior of safety shells in large spaces for experimental verification. About 200 government officials, business representatives, experts and scholars from dozens of countries participated in the side event. (New Society)
