On July 31st, the 11th meeting of the Standing Committee of the 14th People's Congress of Guangdong Province approved the "Guangdong Province Science and Technology Innovation Regulations", which will come into effect on October 1st, 2024. It proposes multiple innovative institutional measures to promote the development of science and technology innovation work in Guangdong Province from all aspects, processes, and perspectives. This is an important measure to implement the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China and comprehensively deepen the reform of the science and technology system in Guangdong Province. The situation of "unable to transform", "unwilling to transform", and "afraid to transform" still exists. Therefore, the Regulation has made systematic, innovative, and operable institutional designs. In terms of the empowerment reform of job-related scientific and technological achievements, Article 29 explores that, under the premise of pre agreed benefits, universities and research institutions can grant ownership or long-term use rights of job-related scientific and technological achievements to the person who completed the achievements, and encourage institutions such as universities and research institutions to explore innovative models for the transformation of job-related scientific and technological achievements, such as encouraging scientific and technological personnel to hold equity in cash through follow-up investment, and encouraging the licensing of job-related scientific and technological achievements to small and medium-sized enterprises through methods such as using first and paying later. These measures will effectively mobilize the enthusiasm of the vast number of scientific and technological personnel to transform their achievements, and effectively promote the implementation of 'organized scientific research' in Guangdong Province Liao Bing, Secretary of the Party Committee of Guangdong Academy of Sciences, was greatly encouraged by the promulgation of the Regulations. Basic research is a shortcoming in Guangdong Province's scientific and technological innovation. To this end, the Regulation has dedicated a chapter on "Basic Research", emphasizing the use of "hard measures" to strengthen the "hard investment" in basic research and build the "hard power" of scientific and technological innovation. For example, Article 13 elevates the basic research investment policy of "the proportion of provincial financial science and technology special funds invested in basic research shall not be less than one-third" to a regulation. Technology finance is a characteristic of scientific and technological innovation in Guangdong Province. The Regulation has made institutional arrangements in building a system of science and technology innovation investment funds, managing state-owned venture capital institutions, expanding fund exit channels, providing technology credit support, intellectual property financing, technology insurance services, multi-level capital market support, and cross-border technology investment and financing. For example, Article 41 clearly establishes and improves performance evaluation, incentive constraints, and fault tolerance mechanisms for state-owned venture capital institutions, promoting them to increase their support for early-stage technology-based enterprises. Li Shulin, Deputy Director of the Finance Department of Guangdong Province, stated that the Regulation further strengthens the reform of "streamlining administration and delegating power" in the transformation of scientific and technological achievements in provincial-level research and development institutions and higher education institutions. The reform will expand from the transformation of scientific and technological achievements to state-owned equity formed by the valuation and investment of scientific and technological achievements, and implement separate management of scientific and technological achievements. If investment losses occur despite fulfilling the obligation of diligence and responsibility, it will no longer be required to report to the competent department for review. "Guangdong is the vanguard, pioneer and experimental area of reform and opening up.
