Secondly, the basic medical insurance system is relatively unified. Thirdly, the rules and directory of basic medical insurance have a certain degree of stability and cannot be adjusted at any time. It is also difficult to include a new drug or technology in the directory. This is also somewhat contradictory to the rapid development and changes in drugs, equipment, and medical technology. How to resolve these contradictions? Zhang Ke said that in accordance with the deployment requirements of the Party Central Committee and the State Council, especially the clear requirements of the central government in recent years, a multi-level medical security system should be built. In addition to basic medical insurance, this multi-level system mainly includes the following aspects: welfare insurance, which is a type of insurance supported by the government, as well as other commercial health insurance, charity, trade union mutual aid, and other funds. The participation of these forces can not only meet the diverse, differentiated, and rapidly changing medical and health security needs of the people, but also form a complementary combination with basic medical security. In order to ensure the effective operation of the multi-level medical security system, the National Healthcare Security Administration is actively promoting digital technology, which provides a basic information platform.
