The 1.0 version of the Artificial Intelligence Security Governance Framework has been released

On September 9th, at the main forum of the 2024 National Cybersecurity Awareness Week, the National Cybersecurity Standardization Technical Committee (hereinafter referred to as the "Cybersecurity Standardization Committee") released the 1.0 version of the "Artificial Intelligence Security Governance Framework". It is reported that in order to implement the Global Artificial Intelligence Governance Initiative, the Cybersecurity Standards Committee has researched and formulated the "Artificial Intelligence Security Governance Framework" (hereinafter referred to as the "Framework"). The Framework prioritizes encouraging innovation and development in artificial intelligence, with effective prevention and resolution of AI security risks as the starting point and foothold. It proposes principles for AI security governance, including inclusiveness, prudence, ensuring security, risk orientation, agile governance, technology management integration, collaborative response, openness, cooperation, and shared governance. The Framework, based on the concept of risk management and closely integrated with the characteristics of artificial intelligence technology, analyzes the sources and manifestations of risks in artificial intelligence. It proposes corresponding technical responses and comprehensive prevention and control measures, as well as guidelines for the development and application of artificial intelligence security, targeting endogenous security risks such as model algorithm security, data security, and system security, as well as application security risks in network domain, reality domain, cognitive domain, ethics domain, etc. The main person in charge of the Secretariat of the Cybersecurity Standards Committee stated that the release of version 1.0 of the "Framework" plays an important role in promoting active participation and collaborative promotion of artificial intelligence security governance by all sectors of society. It provides fundamental and framework based technical guidelines for cultivating a safe, reliable, fair, and transparent AI technology research and application ecology, promoting the healthy development and standardized application of AI, and also helps to promote international cooperation in AI security governance on a global scale, promote the formation of a global AI governance system with broad consensus, and ensure that AI technology benefits humanity.
