On September 9th, the Science and Technology Evaluation Center of the Ministry of Science and Technology released the annual reports on the transformation of Chinese scientific and technological achievements 2023 and 2024 at the 2024 Pujiang Innovation Forum. The report shows that the overall amount of scientific and technological achievements transformation in universities is on the rise, and the cooperation between universities and enterprises in industry, academia, and research is gradually deepening. Nie Biao, Director of the Science and Technology Evaluation Center of the Ministry of Science and Technology, stated that researchers in China's higher education institutions and research institutes have always maintained a high enthusiasm for innovation and entrepreneurship, constantly overcoming difficulties, and achieving new heights in the transformation of scientific and technological achievements. The report shows that the overall conversion of scientific and technological achievements is active, with the amount and number of conversions continuously increasing. The total contract amount for the transfer, licensing, valuation investment, technology development, consulting, and service of scientific and technological achievements in universities and colleges has increased from 108.59 billion yuan in 2019 to 205.44 billion yuan in 2023. The total number of contracts for the transformation of scientific and technological achievements in six ways has increased from 433000 in 2019 to 640000 in 2023. By the end of 2023, 1038 universities and colleges have established technology transfer institutions that are suitable for their own characteristics. There are 17881 full-time personnel engaged in the transformation of scientific and technological achievements in universities and colleges. The number of research and development institutions, transfer institutions, and transformation service platforms jointly established by universities and colleges with enterprises has reached 19574. From the perspective of transformation, the technology achievements transferred, licensed, and priced by universities and colleges are concentrated in the fields of "manufacturing", "scientific research and technology services", and "agriculture, forestry, animal husbandry, and fisheries", accounting for 73.7% of the total contract amount of the three transformation methods in 2023. From the perspective of transformation regions, about 60% of scientific and technological achievements are transformed locally through transfer, licensing, and investment, playing a positive role in promoting local economic and social development. Under the guidance of the Ministry of Science and Technology and the Ministry of Finance, the China Association for Science and Technology Evaluation and Achievement Management, the Science and Technology Evaluation Center of the Ministry of Science and Technology, and the China Institute of Science and Technology Information have been continuously releasing annual reports since 2018, analyzing and researching the transformation of scientific and technological achievements in universities and colleges across the country, facilitating government departments and the public to understand the overall progress of scientific and technological achievement transformation in China, and better creating an ecological environment for scientific and technological innovation.
