The relevant rules and measures for the production date of some products and consumers playing "hide and seek" are currently being revised, and some encouraging measures for optimizing label labeling are expected to become mandatory norms. On March 21st of this year, the State Administration for Market Regulation issued the "Announcement on Encouraging Food Enterprises to Optimize Pre packaged Food Production Date and Shelf Life Label Labeling" (hereinafter referred to as the "Announcement"), which aims to promote food enterprises to actively take improvement measures in response to the phenomenon of pre packaged food production date and shelf life being difficult to find and see. Now, nearly half a year has passed since the issuance of the "Announcement". Today, reporters visited several offline supermarkets in Beijing and found that some products produced after March 21 this year still play "hide and seek" with consumers in terms of production dates and shelf life. The difficulty in finding the production date of goods has always been a problem for consumers, especially for the elderly. Due to the inability to find or see the production date clearly, they often buy products near their expiration date in supermarkets. To this end, the Announcement proposes that food enterprises should "clearly label the production date and expiration date in the order of year, month, and day", "clearly label the production date and expiration date in a form where the background color such as white background and black text is clearly contrasted with the date color", and "if the production date and expiration date are labeled in the form of" see a certain position on the packaging ", their position should be clear, accurate, and easy to find". The reporter found in a supermarket in Changping District, Beijing that it is difficult to find the production date and shelf life of some food products. Some products are labeled with "see packaging bag", "see seal", "see top", etc., which require consumers to repeatedly check multiple times to find the corresponding production date information. The production date and shelf life labels of some products not only fail to meet the requirements of the Announcement, but also contradict relevant laws, regulations, and national standards. Wang Liyan, Senior Partner of Beijing Jingshi (Shanghai) Law Firm, told reporters that the "Regulations on the Management of Food Labeling" stipulate that food labeling should clearly indicate the production date and shelf life of the food, and label the storage conditions in accordance with relevant regulations. The National Food Safety Standard for Pre packaged Food Labeling also stipulates that the production date and shelf life of pre packaged food should be clearly marked. If the date is marked in the form of "see a certain part of the packaging", the specific part of the packaging should be marked. The issue of unclear label identification is another concern for consumers. In response to this issue, the "Announcement" has put forward clear requirements for the position, color, size, etc. of label identification, such as "using text, numbers, symbols with a minimum height of not less than 3 millimeters and a height to width ratio of not more than 3:1 to indicate the production date and shelf life". In this regard, the reporter found through actual testing that some food packaging labels did not meet the above standards. For example, on the packaging of a fruit juice beverage from a certain brand, the production date is printed on the side of an orange bottle cap with anti slip patterns, and it is printed with black dots. The font is distorted and difficult to recognize. The relevant person in charge of the Food Production Safety Supervision and Administration Department of the State Administration for Market Regulation stated in a previous interview that the National Health Commission is revising the "General Rules for Pre packaged Food Labeling of National Food Safety Standards", and the State Administration for Market Regulation is formulating the "Measures for the Supervision and Administration of Food Labeling". "We will fully study and demonstrate the implementation of the Announcement, stand from the perspective of consumers, and combine with reality to transform relevant encouraging measures into mandatory norms".
