Three mandatory national standards for intelligent connected vehicles have been released

To enhance the safety level of intelligent connected vehicle products, three mandatory national standards formulated by the Ministry of Industry and Information Technology have been approved and released by the State Administration for Market Regulation and the National Standardization Administration, and will be implemented from January 1, 2026. The three mandatory national standards are GB 44495-2024 "Technical Requirements for Vehicle Information Security", GB 44496-2024 "General Technical Requirements for Automotive Software Upgrades", and GB 44497-2024 "Intelligent Connected Vehicle Autonomous Driving Data Recording System". Among them, GB 44495-2024 "Technical Requirements for Vehicle Information Security" specifies the requirements for the vehicle information security management system, as well as technical requirements and testing methods for external connection security, communication security, software upgrade security, data security, etc. It is applicable to M-class, N-class, and O-class vehicles equipped with at least one electronic control unit. It is of great significance for improving the information security protection technology level of China's automotive products, strengthening the ability to prevent industry chain risks and respond to network attacks, and building a solid baseline for automotive information security protection. GB 44496-2024 "General Technical Requirements for Automotive Software Upgrades" specifies the management system requirements for automotive software upgrades, as well as technical requirements and test methods for vehicle software upgrade functions such as user notification, version number reading, security protection, prerequisites, power guarantee, and failure handling. It is applicable to M-class, N-class, and O-class vehicles with software upgrade functions, laying a solid standard foundation for regulating the software upgrade behavior of automotive enterprises, protecting consumer rights, and implementing software upgrade regulatory policies. GB 44497-2024 "Intelligent Connected Vehicle Autonomous Driving Data Recording System" specifies the technical requirements and test methods for data recording, data storage and reading, information security, collision resistance, environmental evaluation, and other aspects of the intelligent connected vehicle autonomous driving data recording system. It is applicable to the autonomous driving data recording system equipped on M-class and N-class vehicles, and will provide technical support for accident liability determination and cause analysis, which is conducive to promoting the progress of autonomous driving technology. The safety of intelligent connected vehicle products is a focus of consumer concern and the fundamental guarantee for the sustained and healthy development of the intelligent connected vehicle industry. It is reported that the three standards released this time are the first mandatory national standards in the field of intelligent connected vehicles in China.
