Liu Guozhong, member of the Political Bureau of the Communist Party of China Central Committee and Vice Premier of the State Council, visited Guangxi for research from the 2nd to the 4th. He emphasized the need to thoroughly study and implement General Secretary Xi Jinping's important discourse on the work of agriculture, rural areas, and farmers. In accordance with the deployment of the Party Central Committee and the State Council, we should learn and make good use of the experience of the "Ten Thousand Project" according to local conditions, actively develop modern characteristic agriculture, focus on consolidating and expanding the achievements of poverty alleviation, and continuously make new progress in promoting the comprehensive revitalization of rural areas. Liu Guozhong visited Tianyang District, Youjiang District, Debao County, and Long'an County in Baise City to gain a detailed understanding of rural industrial development, construction and governance, as well as the income of poverty-stricken people. He emphasized the need to tighten and compact responsibilities, improve the normalized mechanism for preventing poverty from returning to rural areas, timely and accurately implement assistance measures, and ensure that there is no large-scale return to poverty. We need to promote the optimization and upgrading of assisted industries, improve quality and efficiency, strengthen support for relocation, deepen cooperation and targeted assistance between the eastern and western regions, and enhance the endogenous development momentum of poverty-stricken areas. We should follow the trend of urban-rural integration development, give full play to the role of farmers as the main body, implement policies tailored to each village, enhance the effectiveness and operability of village planning, and build livable, business friendly, and beautiful rural areas. We should closely follow the expectations of farmers, determine priorities, start from small incisions, coordinate the construction of rural infrastructure and public service systems, improve the living environment in rural areas, and provide tangible benefits to the masses. Guangxi has abundant characteristic agricultural resources and is a major production area for candy, vegetables, and livestock. Liu Guozhong visited rice, sugarcane, oil tea, mango, passion fruit and other planting bases, as well as pig breeding enterprises and agricultural research institutes, to investigate the situation of characteristic planting and breeding industries and agricultural technological innovation. He emphasized the need to stabilize the planting area of grain, strengthen the construction of high standard farmland, promote stable and increased grain production, and shoulder the responsibility of ensuring food security. We need to improve support policies, mobilize farmers' enthusiasm, and enhance the stable and safe supply capacity of important agricultural products such as sugar. We should leverage our advantageous conditions, vigorously develop modern characteristic agriculture, extend the industrial chain, increase added value, and better drive farmers to increase their income and become prosperous. We need to focus on the development needs of characteristic agriculture, strengthen the research and promotion of excellent varieties, efficient and applicable agricultural machinery, and enhance the role of agricultural technology support. During the research, Liu Guozhong also visited the site of the Baise Water Conservancy Hub project to understand the development and utilization of water resources. He emphasized the need to comprehensively consider flood control, water supply, irrigation, ecological protection, etc., scientifically promote the planning, construction, and scheduling management of water conservancy projects, and improve the ability to optimize the allocation of water resources.
