The industry indicates that this means that Inner Mongolia has "reached a higher level" in terms of intellectual property judicial protection. In fact, as early as a year ago, the four regions mentioned above had already started exchanges and cooperation in intellectual property judicial protection. At the conference, the courts of the four regions shared their achievements over the past year. Hohhot Intermediate People's Court stated that in the case of Dunhuang Seed Industry Pioneer Fine Seed Company, Ulanhot Fengze Seed Industry Company, and Hao Baijun infringing on the rights of new plant varieties concluded by the court, the court supported the right holder's punitive damages request in accordance with the law, increased the cost of infringement, and fully exerted the legal deterrent effect of punitive damages on infringement behavior. This case was selected as one of the 50 typical intellectual property cases in Chinese courts in 2023. Baotou Intermediate People's Court stated that in implementing the cooperation matters in the framework agreement of the "Hu Bao E Wu" four regions, a number of independent intellectual property achievements such as Baosteel, Dongbao, Zhuanlong, Luwang, Hetaowang, Ordos, and Tiancai Hetao have been effectively protected. The Ordos Intermediate People's Court stated that it has increased its joint research efforts on intellectual property rights, learned from the unique experiences of the "Hu Bao E Wu" four regions, explored difficult and complex cases, and jointly compiled the "White Paper on Judicial Protection of Intellectual Property Rights" for the four regions. The Ulanqab Intermediate People's Court stated that it has established and improved institutional mechanisms, introduced the "Administrative Mediation and Judicial Confirmation System" and "Serious Infringers Blacklist System", and worked with relevant units to develop case information sharing mechanisms, malicious litigation data sharing and clue reporting mechanisms, and opened channels for reporting intellectual property violations and crimes.
