2024-09-02

Reporter Ma Rongrui learned from the recent press conference held by the Information Office of the Anhui Provincial People's Government on "Further Deepening Agricultural and Rural Reform and Accelerating the Construction of a High quality and Efficient Agricultural Strong Province" that Anhui will basically complete the second round of land extension work for 12 million farmers in the province in about three years. Wang Xuejun, Director of the Agricultural Office of the Anhui Provincial Party Committee and Director of the Provincial Department of Agriculture and Rural Affairs, introduced that maintaining stable and long-term land contracting relationships, and extending the second round of land contracting for another 30 years after its expiration, is a major decision and deployment made by the Party Central Committee. The Anhui Provincial Party Committee and Provincial Government attach great importance to it and regard the second round of pilot projects for the entire province as the "number one task" for deepening rural reform. Since 2020, Anhui has participated in the pilot program of extending land contracts for another 30 years after the expiration of all four batches of the second round of land contracts in the country. It has not only summarized and refined the "eight step work method" for contract extension, but also explored effective solutions to six common problems that farmers are concerned about, including the demand for land by landless and landless farmers, the definition of extinct households, the extension of contracts by non collective economic organization members, the grasp of "minor adjustments", the protection of the contracting rights and interests of special groups such as women, and the uncertainty of land rights and shares. It is reported that in May of this year, Anhui was the first in the country to introduce a pilot work plan for the entire province, accompanied by pilot work methods and 50 policy guidelines. As of now, among the 4.37 million farmers whose contracts have expired in Anhui this year, 1.859 million have signed extension contracts, accounting for over 42.5%. Next, Anhui will take about 3 years to basically complete the extension task for 12 million farmers in the province. (New Society)
